Item 2: Mills Act Historical Property Contract – 450 Pacific Avenue (File 201176) Michelle Taylor, Senior Preservation Planner at the Planning Department, presented a corrected cost estimate for the rehabilitation of 450 Pacific Avenue, a contributing building to the Jackson Square Historic District. The original November 19, 2020, presentation had incorrectly stated the rehabilitation cost as $782,655 over 10 years, omitting the ground floor storefront work. The corrected estimate is $1,280,338 over 10 years, with annual maintenance costs of $14,725. The property owner will receive an estimated property tax savings of $99,225 (a 26.46% reduction from the factored base year value). The rehabilitation plan includes storefront replacement, parapet flashing, roofing, window repairs, and brickwork. Michael Jine from the Assessor-Recorder’s Office clarified that the tax savings calculation uses a 2021 factored base year value, and the non-renewal scenario would result in different savings after 10 years. Property owner Larry Feldman expressed gratitude for the city’s commitment to historic preservation. No public comment was received. The committee voted unanimously (3-0) to recommend the contract to the full board as a committee report.
