Welcome to the May 6th, 2021 regular meeting of the government audit and oversight committee of the San Francisco Board of Supervisors.

I am Supervisor Dean Preston, Chair of the Committee.

I am joined today by Vice Chair Supervisor Connie Chan and Committee Member Supervisor Rafael Mandelman.

In order to protect the public, board members, and city employees during the COVID-19 health emergency, the Board of Supervisors Legislative Chamber and Committee Room are closed.

Agenda item number one is a hearing on the investigation of complaints of substandard living conditions at Plaza East and discussions of proposed plans for the property.

And I received petitions from over 30 of my constituents who live at Plaza East in the Fillmore.

And today, at their request, uh we are holding this uh this hearing.

Um I'm pleased to be moving forward with this informational hearing.

Um to address the current conditions at uh Plaza East and the plans for the property, both in terms of um uh immediate repairs and the in terms of the longer term plans uh for Plaza East.

So our purpose in having this hearing is to honor the request of residents that this uh be heard and and more attention focused on the plight of residents of Plaza East and also to increase transparency, accountability, um, and make sure that the residents of Plaza East are healthy and safe.

Um it's also essential, in my opinion, that we recognize and note the significance of housing for the African American community in San Francisco at a time when we have seen so much displacement of African Americans from San Francisco and uh in recent history from uh the Fillmore district.

Sadly, up till now, Plaza East has too often been a story of government neglect of displacement.

And now in recent years with the federal government really abandoning and abandoning its role in many ways in public housing.

The risks and concerns that can be raised with privatization.

And we'll hear more detail from presenters, but did want to just give some basic information to get us started.

So it was built in 56.

It was in 2001, it was rebuilt by McCormick Barron and Salzar, who will be presenting today under Hope 6.
