The Government Audit and Oversight Committee of the San Francisco Board of Supervisors met on September 17, 2021, at 10:15 AM. The committee, chaired by Supervisor Dean Preston with Vice Chair Connie Chan and member Raphael Mandelman, convened to consider 11 closed-session litigation items, including eight lawsuit settlements and three unlitigated claims. Public Comments & Testimony
- David Pilpel spoke on item 9 (settlement of an unlitigated claim with the San Francisco Bay Regional Water Quality Control Board). He expressed concern that the substance of the proposed settlement had not been discussed publicly, noting that a closed session item at the Public Utilities Commission in July had no public disclosure. He requested the City Attorney provide a brief overview, as had occurred for previous settlements (e.g., Recology), and called for a better process. He also noted that the closed captions on the screen were from a different meeting.

Meeting of the government audits and oversight committee of the San Francisco Board of Supervisors. I am Supervisor Dean Preston, chair of the committee. I'm joined by Vice Chair Supervisor Connie Chan. And uh soon will be joined by committee member uh Raphael Mandelman as well. Uh the committee clerks for today's meeting are Erica Major and Victor Young. And I want to thank uh Kalina Mendoza from SFGov TV for staffing this meeting. Uh Mr. Clerk, do we have any announcements? Uh yes. The meetings will reflect that committee members participated in this remote meeting through video conference to the same extent as though physically present. The board recognizes that public access to city services is essential and invites public participation in the following ways. First, public comment will be available on each item on this agenda, either channel 26, 78, or 99, and sfgovtv.org are streaming the public call-in number across the screen. Each speaker will be allowed two minutes to speak. Comments or opportunities to speak during public comment period are available via phone by calling 415 65501. Again, 415-655-0001.
