Welcome to the July 21st, 2022 regular meeting of the government audit and oversight committee of the San Francisco Board of Supervisors.

I'm Supervisor Dean Preston, Chair of the Committee, joined by Vice Chair Connie Chan and Supervisor Raphael Mandelman.

The committee clerk today is Jessica Perkinson.

Um and I want to thank uh the team at SFGov TV for staffing this meeting.

Madam Clerk, uh any announcements?

Yes, uh the board and board of supervisors and its committees are now convening hybrid meetings that allow in-person attendance and public comment while still providing remote access and public comment via telephone.

The board recognizes that equitable public access is essential, and we'll be taking public comment as follows.

First, public comment will be taken on each item of this agenda.

Those attending in person will be allowed to speak first, and then we will go take those who are waiting on the telephone line.

Item number five today is a resolution approving the memorandum of understanding between the Peninsula Corridor Joint Powers Board, Santa Clara Valley Transportation Authority, San Mateo County Trans Transit District, and City and County of San Francisco relating to the governance of the Joint Powers Board.

And um we have with us today President uh Shimon Walton, who's uh also the sponsor of this item, and I want to turn the floor over to him.

Thank you so much, Chair President.

Thank you, colleagues, for taking this item out of order and accommodating me this morning.

Uh this resolution is to approve the memorandum of understanding between the Peninsula Corridor Joint Powers Board, Santa Clara Valley Transportation Authority, San Mateo County Transit District, and the City and County of San Francisco relating to governance of the Joint Powers Board.

And you may recall when we voted to put measure R on the ballot.

Uh we promised that we would have a process to reach governance agreement across all counties, and we require that the JPB work on the process to address our governance concerns.

And so this is that result.

We've been working on Cal Train governance now for over three years, basically since I've been on the Board of Supervisors and serving on the JPB.

And we did um as a body of the JPB did consider various governance models, and we adopted the term sheet on March 3, 2022, which led to the MOU that we have before us.

The JPB passed the MOU on June 23rd.

SAMTRANS passed MOU on June 22nd.

SFMTA passed it this week on July 19th, and the VTA is set to uh pass on August 4th.

The MOU will allow the JPB to have increased oversight for Caltrain and ensure that Caltrain and the Cal Train Executive Director has the independence and the team needed to operate the railroad as we embark on electrification and some very ambitious service goals while we of course try to get back to pre-pandemic levels.

And so I do want to thank our Deputy City Attorney David Innes who helped draft this resolution.

My colleagues, Chair Heminger and Director Monitzmuda, for working with me in the JPB governance effort, as well as our JPB colleagues in Santa Clara and San Mateo counties, and to, of course, our CTA chair, Supervisor Mandelman and Supervisor Peskin, who have worked very closely with us in the CowTrain Board to get to agreements and move some things through.
