Welcome to the May 18th, 2023 regular meeting of the Government Audit and Oversight Committee of the San Francisco Board of Supervisors.

I'm Supervisor Dean Preston, Chair of the Committee, joined today by Supervisor Joel Ingardio, who's filling in for Vice Chair Catherine Stephanie and Supervisor Connie Chan.

The committee clerk today is Stephanie Cabrera, and we want to thank the team at SFGov TV for staffing this meeting.

The Board of Supervisors and its committees are convening hybrid meetings that allow in-person attendance and public comment.

I think for the first time sitting on the GAO committee, Supervisor Ingardio, good to have you here, and thank you for filling in for Supervisor Stephanie today.

Um Madam Clerk, please call our first item.

Item number one is a motion directing the budget and legislative analysts to conduct an additional performance audit in fiscal years 2022 through 2023 and 2023 through 2024 of the police department's management and use of overtime.

And I I just do want to check that uh we are uh live and working on SFG TV.

I'm our monitors are not reflecting that, so uh just please stop me uh if if uh for any reason that feed is not operating, but we will go ahead on assuming that the the technology is working.

So um colleagues, this item this is a motion directing the budget and legislative analyst to conduct uh an audit of the San Francisco Police Department.

Uh specifically, the audit will look at police department's um management and use of overtime, how decisions are made on deployment of officers, metrics for uh programs with overtime use and conformance with industry best practices.

Uh, my understanding is the last overtime audit of SFPD was in uh 2018 during which uh the BLA expressed concern over increases in overtime at that time from 14.2 million to 20.6 million.

As we know this fiscal year, uh the overtime budget was uh 25.4 million.

Um as of the last BLA report on this matter, they were projecting to spend um 81 million in overtime this year, um, leading the board to appropriate an additional 25 million dollars to cover uh the department of uh just a few months ago.

Um given the significant overspending um and also the many concerns expressed uh even by colleagues who who were supportive of uh the additional uh funds.

Um there were concerns around the allocation between various programs and neighborhoods, decision making around that um and also the department's um failure to comply with our law around seeking uh approval for those the overtime um before writing the checks that the city is then on the on the hook to pay.

Um that really was the impetus for calling this uh this audit.

Um so I think it's you know time we take a closer look, um, make sure um that there's uh some transparency around uh the decision making and and deployment of resources.

Um and so hope to have your support for that audit today.

Um I do want to uh turn it over to um the BLA, Nick Minard, uh, if you have any uh uh brief comments on the proposed audit.
