Welcome to the March 7th, 2024 regular meeting of the Government Audit and Oversight Committee of the San Francisco Board of Supervisors.

I am Supervisor Dean Preston, Chair of the Committee, joined by Vice Chair, Supervisor Catherine Stephanie, and Supervisor Connie Chan.

Item one is a resolution approving an agreement with the nonprofit owners association for administration slash management of the established property-based community benefit district, known as the Excelsior Excelsior Community Benefit District, persuadant to the California Streets and Highway Code Section 36651 for a period effective upon approval of this resolution through December 31st, 2020.

We're happy to be here.

I just want to offer some very brief remarks.

Um this this uh item that you have before you is a continuation of work that Supervisor Safey has been involved with since uh his first day in office.

So establishing the uh the Outer Mission Excelsior CBD was one of its top priorities uh when he first took office uh nearly eight years ago.

And um it frankly it was an issue that has existed within the community uh for at least 10 to 15 years prior, with multiple efforts to kind of get it going.

Um but we were really happy to see it at the stage that it is now.

This was an effort that uh existed within the Excelsior Outer Mission uh neighborhood strategy, which was established in 2017.

Um, and it was worked on pretty intensively up to uh the pandemic period, where unfortunately it was put on ice for a period during the pandemic.

Um but we picked it up uh nearly two years ago, and we're really excited to see the Excelsior Action Group uh as the owners association.

Um we're also excited that the board has had its first meeting uh as of uh February 12th.

And uh this, you know, our residents are excited for the services that are going to be delivered as a result of it.

Uh I'm here also.

Uh I just want to recognize the work of uh folks within my office.

Uh my former colleague Lauren Chung was instrumental in this work uh getting to this place.

It literally wouldn't have happened without her, and um we want to recognize that.

In addition, we want to recognize uh Chris Corgus uh as well as Jackie Hazelwood for their uh incredible work in getting this uh together.

Uh and lastly, we want to recognize the Excelsior Action Group, which has been in place uh for many years, and it is a crucial organization that helps us fill vacancies and increase the vibrancy of the corridor.

Uh, we're excited um to see this effort move forward, and we really appreciate your consideration for the item.

Thank you, Chair Preston, and good morning, uh member Chan and Member Stephanie.

Um today before you is a resolution authorizing the management contract for the Excelsior Community Benefit District, which is doing business as Excelsior Action Group.

The Board of Supervisors adopted a resolution to establish this district in July of 2023 with a 10-year term to commence January 1st, 2024, and expire December 31st, 2033.

The district will be managed by an owner's association known as the Excelsior Action Group, who will provide the day-to-day operations and carry out the services as provided for in the district's management plan.

The Excelsior Action Group is a nonprofit organization that has been diligently supporting local businesses in the corridor for over two decades.

Next, its executive director, Maribel Ramirez, who is here today, was instrumental as a part of the CBD steering committee and in getting the SEBD to the finish line after a multi-year long effort.

In order for the EAG to serve as this owners association, their board restructured to come into compliance with state and local law and the district management plan, which requires at least half of the board to be property owners, 20% to be non-property owning, non-property owning business owners, and the remainder to be invested community members.

In order for the city controller to disperse assessment funds throughout the duration of the contract period, the city controller must enter into a contract with the CBD.

The contract itself is a time a template developed by Deputy City Attorney Manu Pradan and is adjusted for each CBD in particular.
