Welcome to the December 5th, 2024 regular meeting of the government audit and oversight committee of the San Francisco Board of Supervisors.

I'm Supervisor Dean Preston, Chair of the Committee, joined by Supervisor Connie Chan.

Um, and uh the committee clerk is Monique Creighton, and we are staffed today by SFGov TV Kalina Mendoza.

Um, and before we get started and call our first item, just want to note that this is uh the last regularly scheduled GAO meeting of the year and the last that I will be chairing on this board before leaving office.

I've chaired this committee now for the last four years and really proud of the oversight work uh that we've done together.

Um I want to thank uh our our clerks currently, Monique Creighton, um, and also uh previously for uh number of years, John Carroll um for uh their work in this committee, the team at SFGov TV that makes all these meetings accessible to the public, uh, my fellow members of this committee, especially Supervisor Chan, who we've served together the entire uh four years.

I've been chairing this uh on this committee, and also previously Supervisor Mandelman for a couple years and supervisors uh former supervisor Stephanie, uh my former legislative aide Melissa Hernandez, uh, who staffed uh me on this committee and has done tremendous work, uh the BLA for their work, especially on the audits uh commissioned uh by this committee and uh and and the board, uh City Attorney's Office, especially Ann Pearson uh and Brad Russian uh for advising the committee and presenting settlements to us in closed session.

Uh and also uh finally wanted to just thank uh former board president, current supervisor Walton, uh, and current board president uh Aaron Peskin uh for um appointing me to chair this committee and trusting uh this important work uh to us here.

It's been an honor to chair the committee.

So uh with that, uh would like to go ahead and uh Madam Clerk, please call our first item today.

Yes.

Um item number one is a resolution regarding non-renewal of Mills Act Historical Property Contract with Michael Foley and Chow Mee Lin as trustees of the Foley Lynn Family Trust, date at June 20th 20, 2023.

The owners of 2209 Webster Street, Assessors Parcel Block No.

Notifying the assessor recorder's office of such non-renewal and authorizing the planning director to send notice of the non-renewal of the historical property contract to the owner and record a notice of non-renewal.

Thank you, Madam Clerk, and we are joined today in committee by our board president, President Peskin, who is the sponsor of this item.

So I will turn it over uh to you.

Thank you, Chair Preston Supervisor Chan.

Uh as you will recall, uh, I have been uh pursuing a uh policy that we are working to implement in Mills Act contracts, which roll for a period of 10 years such that the property owner is able to recoup uh their or most of their capital investment in the restoration of historic properties and then terminating the rolling contract.

Uh and this has gone before the Historic Preservation Commission, which recommends the Mills Act termination, uh which would happen 10 years out into the future, and they would enjoy uh the tax break over that 10-year period uh and be able to recoup their uh investment in replacing the roof and other features of the property, and then the uh contract would terminate.

I recommend its recommendation to the full board of supervisors.

And I would like to be added as a co-sponsor on this, and I want to thank you for uh your work on this.

And I think this conversation has been going on a while at taking a uh look at how we do these contracts, so they're not uh uh uh extending decades, but instead uh have this 10-year period.

This is uh I think a significant issue in terms of revenue uh for the city and balancing the interest, as you say, and uh investments in historic properties, uh, but also making sure that uh we that there's an end date on these.

So I'd like to co-sponsor this, and then if there are no further questions or comments, why don't we go ahead and open this item, Madam Clerk, for public comment?
