Welcome to the September 11th, 2023 regular meeting of the Land Use and Transportation Committee of the San Francisco Board of Supervisors.

I am Supervisor Mirna Melgar, Chair of the Committee, joined by Vice Chair, Supervisor Dean Preston, and Board of Supervisors President Aaron Paskin.

The committee clerk today is Brent Halipa.

Just a friendly reminder for those in attendance to please make sure to silence all cell phones and electronic devices so as to not interrupt our proceedings here in the chamber.

The Board of Supervisors and its committees are convening hybrid meetings that allow in-person attendance and public comment, also providing remote access and public comment via telephone.

Public comment will be taken on each item on this agenda.

Those attending in person will be allowed to speak first, and we will take those who are waiting on the telephone line.

For those watching remotely and streaming through sfgovtv.org, the public comment call in number is streaming across the screen and when connected, you will hear the meeting discussions, but you'll be muted and in listening mode only.

Um, I'm going to be calling uh out uh item five out of order first.

So if you could call item number five, please.

Yes, madam chair, item number five is a resolution extending and modifying interim zoning controls enacted in uh resolution number 109-22 to require a conditional use authorization for proposed parcel delivery service uses and to modify those interim controls to apply to parcel delivery services uh uses greater than 10,000 square feet, and to use the definition of parcel delivery services uh that was in effect as to the effective date of the resolution, hovering the planning department's determination or to seek when making findings of consistency under the planning code.

Uh, as I did in the initial resolution number 109-22 on the advice of counsel uh by virtue of the fact that I own stock in Amazon worth more than two thousand dollars.

I need a motion to recuse.

Uh, the legislation before you today is an extension of interim zoning controls that were first passed in March of 2022 that require conditional use authorization and specific findings for proposed parcel delivery service uses.
