This is a slight adjustment uh requested by the project sponsor.

Uh and I do have some amendments today that were suggested by planning department staff uh and incorporated into the recommendation by the planning commission who heard this on their consent calendar uh to clarify use sizes in the Chinatown Community Business District, which is set forth on page five of the ordinance that makes it clear that uh as to use size, and this was not part of the legislation.

This was recommended by the planning department, but I agree, and this would be a convenient place to uh put this clarification into the code that the use size is permitted up to 2500 square feet and requires conditional use uh between 2501 and 5,000 square feet.

Uh the revisions to the early ordinance uh have to do with very specific um specifications for uh the rooftop appurtenance that uh as you will see on page four of the ordinance and as recommended by planning uh limits its size uh and uh its height and its use to arts activities.

The city's current portfolio includes 14,400 units serving ELI households, but these require ongoing operating subsidies. Adams described existing subsidy programs (Local Operating Support Program - LOSP with $36M/year for 2,300 units; Senior Operating Subsidy - SOS with $52M capitalizing 200 units) and noted the need for billions in additional resources. He acknowledged that many units rely on tenant-based vouchers not included in the portfolio. Supervisors Preston and Peskin questioned the gap between need and resources, highlighting the inadequacy of current funding and the necessity of a comprehensive policy approach. Supervisor Preston specifically mentioned the Faircloth-to-RAD program and Prop M (empty homes tax) as potential additional revenue sources.
