Welcome to the May 20th, 2024 regular meeting of the Land Use and Transportation Committee of the San Francisco Board of Supervisors.

I am Supervisor Mirna Melgar, joined by Board of Supervisors President Aaron Paskin and Vice Chair Dean Preston.

The committee clerk today is John Carroll, and I would also like to thank and acknowledge Matthew Now from SFGov TV for staffing this meeting.

Agenda item number one is an ordinance amending the planning code to require conditional use authorizations for establishing parcel delivery service uses.

Prohibit non-cannabis parcel delivery service as an accessory use and revised zoning control tables to reflect these changes, affirming the planning department's determination under CEQA and making public convenience necessity and welfare findings under planning code section 302 and findings of consistency with the general plan and the eight priority policies of planning code section 101.1.

And Madam Chair, I'm in receipt of a memo from your desk requesting that this matter be agendized as a committee report for potential consideration at the board meeting tomorrow, May 21st, 2024.

Thank you, Chair Malgar.

Um colleagues, this is the legislation that was actually before you prior to March 31st, uh, when the interim zoning control for the parcel delivery service facility uh was set to expire.

Uh we then at that moment uh duplicate a file recognizing that uh substantive um amendments such as uh uh considering the uh education institutions as part of the criteria for impact uh as well as employment analysis to also consider uh the our artificial intelligence uh as well as autonomous vehicle uh in the ratio of human operated activities.

These were the amendments that were before you then and was themed substantive and require referral back to planning commission.

And since then it did uh under planning commission's review, and uh in fact was on the consent agenda and unanimously approved and now it's back to you today.

Um it's still a very much the same legislation overall.

Uh just urge for your approval and uh potentially be able to uh after if sure you deem approve that it could also be considered as a committee report tomorrow uh for so that the board can vote on um again.

This is to be uh part of the March 31st uh 2024 as a um uh approval date.

Uh so it's retroactive.

Good afternoon, supervisors.

My name is Mark Maloouf, uh business agent with Teamsters Ocal 665.

Um the Teamsters have been working on this legislation since the beginning.

We we are we're honored to have worked with Supervisor Connie Chan and the entire Board of Supervisors.

Um the mayor and the planning commission on this legislation.

We are especially proud that this legislation this legislation has received unanimous votes at every single meeting, which is not an easy thing to do here in San Francisco.

I'm here today to express the Teamsters Union's continued support of the parcel delivery conditional use legislation.

The additional criteria added to the impact evaluations by Supervisors Chan and Dorsey will further the city's discretion on partial delivery sites by adding in the use of AI and the impact on nearby schools.

We ask that you send this legislation to the full board with a positive recommendation.
