Melinda Sarjapur of Ruben Genius and Rose spoke in support of the legislation on behalf of Royal Motors, stating that the changes would allow the business to install stackers on an existing vehicle storage lot and seek conditional use authorization for additional storage across the street to support its 70-year-old auto repair operation.

Item 2: Awning Amnesty Program – Representatives from the Department of Building Inspection (DBI) and the Office of Small Business presented an ordinance to make permanent the streamlined permitting process for unpermitted awnings and extend fee waivers through July 1, 2025. The program has resulted in 236 permits issued or completed since September 2023, with 151 from voluntary compliance. The Planning Commission approved the item on June 20, 2024. No public comment. The committee voted unanimously (3-0) to send the ordinance to the full board as a committee report.

Item 3: 1629 Market Street Public Infrastructure Acceptance – Kahl Hense of the Department of Public Works presented an ordinance to accept public infrastructure improvements (streets, sidewalks, sewers, etc.) from the Plumbers Union Development Project at 1629 Market Street, including dedication of right-of-way and establishment of street widths. No public comment. The committee voted unanimously (3-0) to send the ordinance to the full board.

Item 4: Rezone 135 Kissling Street and Vehicle Storage Lot Permitting – Madison Tam from Supervisor Dorsey’s office and planning staff presented an ordinance to rezone 135 Kissling Street from Residential Enclave (RED) to Residential Enclave-Mixed (REDMX) and to conditionally permit vehicle storage lots in the REDMX and WMUG districts. The Planning Commission recommended adding WMUG to the conditional use allowance. President Peskin expressed concern that allowing permanent vehicle storage by conditional use could discourage future housing development, suggesting a time-limited conditional use (e.g., three years, renewable). The sponsor agreed to work on an amendment over the next week. Public comment was taken from a representative of Royal Motors in support. The committee voted unanimously (3-0) to amend the ordinance (adding WMUG) and continue the item to July 8, 2024.

Item 5: Tenderloin Retail Hours Restriction Pilot Program – Supervisor Preston presented a final amendment to the ordinance creating a two-year pilot program restricting retail food and tobacco establishments in a high-crime area of the Tenderloin from being open 12 a.m.–5 a.m. (or 2 a.m.–5 a.m. if subject to ABC regulation). The amendment adds a 60-day notice requirement before a private right of action can be filed, giving the City Attorney a chance to enforce. No public comment. The committee voted unanimously (3-0) to adopt the amendment and send the ordinance as amended to the full board as a committee report.

Good afternoon, everyone. This meeting will come to order. Welcome to the July 1st, 2024 regular meeting of the Land Use and Transportation Committee of the San Francisco Board of Supervisors. I am Supervisor Myrna Melgar, Chair of the Committee, joined by Board of Supervisors. The committee clerk today is Mr. John Carroll. Um, and I would also like to acknowledge Jeanette Egelauf at SFGov TV for staffing this meeting. Uh Mr. Clerk, do you have any announcements? Yes, thank you, Madam Chair. Please ensure that you silenced your cell phones and other electronic devices you have brought to the chamber with you today. If you have any documents to include as part of any of today's files, you should submit them to me. Public comment will be taken on each item on today's agenda when your item of interest comes up and public comment is called. Please line up to speak along the right-hand side of the room. Uh Mr. Clerk, please call item number one. Agenda item number one is a resolution declaring the intention of the Board of Supervisors to rename Oakdale Avenue between third and new. Madam Chair, we are in receipt of a mail from your desk requesting this matter be agendized as a committee report, and it may be sent to tomorrow's board meeting. Thank you so much, Mr. Clerk. We are joined by the sponsor of the gesture legislation at District 10 Supervisor Shaman Walton. The floor is yours. Thank you so much, Chair Melgar, and thank you, colleagues, for allowing me to crash. This is something important to community as James Richards is a community trailblazer that is responsible for providing jobs for hundreds of district 10 residents and people all across San Francisco for several decades. He's an electrician by trade that has provided opportunities for entry into the trades and not just for electricians but for trades all across the board. He fought early in life with the Big Five, as some of us remember with the likes of Eloise Westbrook, OCLA Washington, Julia Commer, Ethel Garlington, and Bertha Freeman, all of which also have streets named after them for housing rights and accessibility for low-income and black people in this city. And this is really how his organizing began. So in recognition of the very same location of a tragic shooting of one of his friends, a community member outside of the Bayview Opera House, as well as the longtime headquarters of ABU for so many years. This resolution commemoratively renames one block of Oakdale Avenue east of Third Street to James Richards Way. Because like it has been said, James Richards always gets his way. And his dedication, commitment, and fight for community. Also, he has reached the milestone age of 80 years old and continues to be a conduit for careers, education, and opportunities for hundreds of people. This ensures that many generations will know and understand that he has paved the way for them. This resolution directs public works to initiate the city street renaming procedures, expeditiously process the required actions related to renaming, coordinate with the clerk of the board of supervisors' office regarding posted and published notice for the street renaming, report to the board of supervisors on its findings so that the board may officially rename the street. There's also a community process that has taken place of garnering letters of support, uh, which has provided nothing but positive input. And this is also a testament to the work and legacy of James Richards. So I would love to move this forward as a committee report for tomorrow's Board of Supervisors meeting and thank you for your time this afternoon. Thank you so much.
