The Land Use and Transportation Committee of the San Francisco Board of Supervisors met on July 15, 2024, at 9:45 AM. Vice Chair Dean Preston chaired the meeting, joined by Chair Mirna Melgar and Board President Aaron Peskin. The committee considered four agenda items, all of which were voted unanimously to be sent to the full Board of Supervisors. No public comment was offered on any item.

- Item 1 – Street Encroachment Permit (240386): Resolution granting revocable permission to RP Pennsylvania LLC to maintain a public stair and scenic overlook on 22nd Street between Missouri and Texas streets, connecting the Dogpatch and Potrero neighborhoods. The project is privately funded, constructed, and managed. Lindsay Lopez Weaver (Supervisor Walton’s office) and Eric Lamb (DPW) presented the proposal. All necessary city agency referrals were approved. The committee unanimously recommended the item to the full board.
- Item 2 – Interim Zoning Controls (240683): Resolution imposing interim zoning controls for 18 months in the Upper Market Street NCT and Castro Street NCD districts, requiring conditional use authorization for changes from health services or social services uses. President Aaron Peskin, the sponsor, explained the controls were prompted by the potential eviction of Queer Life Space, an LGBTQ mental health facility that has operated in the Castro for over a decade. The controls aim to protect LGBTQ healthcare services. The committee unanimously recommended the item as a committee report for the July 16, 2024 board meeting.
- Items 3 & 4 – Stonestown Development Project (240409 and 240575): Two ordinances to establish the Stonestown Mixed Use District, Special Use District, Height and Bulk District, Special Sign District, and amend the General Plan accordingly. The project is bounded by Eucalyptus Drive, 19th Avenue, and Buckingham Way. These items were continued from the previous week. The committee unanimously recommended both items as committee reports for the July 16, 2024 board meeting.

Good afternoon. The meeting will come to order. Welcome to the July 15, 2024 regular meeting of the land use and transportation committee of the San Francisco Board of Supervisors. I am vice chair of the committee, Dean Preston, joined by Chair Mirna Melgar and Board President Aaron Peskin. And the committee clerk today is John Carroll. I will be chairing today's meeting. She will resume chairing, but for now it will be me. I would also like to acknowledge uh Jeanette Eganlauf of uh SFGov TV for staffing this meeting. Uh Mr. Clerk, any announcements? Yes, thank you. Mr. Vice Chair, please ensure that you've silenced your cell phones and other electronic devices that you have brought with you into the chamber today. Agenda item number one is a resolution granting revocable permission to RP Pennsylvania LLC to occupy and maintain a portion of 22nd Street between Missouri and Texas streets, fronting 1395 22nd Street and 790 Pennsylvania Avenue with a public stair and scenic overlook. Adopting environmental findings under CEQA, making findings of consistency with the general plan and the priority policies of planning code section 101. And authorizing the director of public works to enter into amendments or modifications to the permit with respect to the encroachments that do not materially increase the obligations or liabilities to the city and are necessary to effectuate the purposes of the permit or the resolution. Thank you for having me. I'm here today asking for a positive recommendation for the street encroachment permit. As the clerk advised, the prop the proposed stairway will connect the dog patch and potero communities, creating a vital pedestrian right-of-way. This will help connect dog patch residents to spaces like the Protero Rec Center, the Potero Public Library, and as well as connect Petrero residents to the Cal Train Station, the 22nd Street Bus Terminal, as well as the waterfront open spaces at Pier 70 and the power station, and then I'll pass it to Eric from DPW for more information.
