Welcome to the July 22nd, 2020 for a regular meeting of the land use and transportation committee of the San Francisco Board of Supervisors. I am Supervisor Marina Melgar, Chair of the Committee, joined by Board of Supervisors, President Aaron Paskin, and Vice Chair Dean Preston. The committee clerk today is Mr. John Carroll. Agenda item number one is an ordinance amending the building code to exempt storefronts that are vacant due to public infrastructure construction from vacant storefront registration requirements and affirming the planning department's determination under CEQA. And Madam Chair, I have a receipt uh a memo from your desk requesting this matter be agendized as a committee report, and it may be sent to the board for consideration at the meeting tomorrow, July 23rd, 2024. Thank you, Mr. Clerk. So we are joined today by District One Supervisor Connie Chan, the sponsor of this legislation. Thank you, Supervisor Chan. The floor is yours. Thank you, Chair Malgar. Um, and thank you, colleagues, uh, for hearing this item before you today. Um, I want to say this really uh this legislation really is um what we have learned from hearing from constituents um as recent as the Terrowell um construction um that's including uh actually a uh D1 uh constituents uh who actually have a storefront uh on Tarovile and learning from his experience that we see um with the vacancy storefront uh tax that we uh currently collect um will really should be um addressing the issues that he faces when he can no longer lease out the space because impacted by um cities construction project um where major public infrastructure and construction project really create a disproportionate impact on our storefront and so today we bring to you this amendment to the building code that would provide an exemption for uh vacant storefronts that are vacant uh due to these types of projects, these types of public infrastructure construction project. Uh and really uh their their impact is beyond the control of the building owners and small business uh leaseholders. Um it's meant this amendment is meant to address this issue for a period of 180 days at a time uh when the evidence is submitted to the department. Um the department of um public works. And so currently the vegan storefront ordinance has two exemptions uh where there is a valid building permits for repairs, rehab, and construction of the storefront. And then there's also another one is when uh one has filed an application for change of occupancy use of the storefront. So this uh legislation before you would simply add a third exemption, and that is an exemption for the registration uh from the registration requirements for a period of 180 days when the public infrastructure uh construction or maintenance activity impact the storefront access if the owner uh or leaseholder submits evidence uh to the um department and this impact has to last uh more than 30 days. Um I think that you already have the red line copy before you and mainly the amendments is what you will see on page three. And that they will actually have to admit submit that evidence to the city department. And so with that, I hope to have your support today. And thank you. Okay, thank you so much.
