Item 3: Planning Code – Central Neighborhoods Large Residence SUD and Corona Heights Large Residence SUD Supervisor Mandelman proposed expanding the Central Neighborhoods SUD to include Coal Valley and consolidating it with the Corona Heights SUD, as both now have a 3,000 square foot hard cap per unit after SB 423-related amendments. Aaron Starr from the Planning Department explained the commission's recommended modifications: excluding accessory garage space and shared spaces in multi-unit buildings from gross floor area calculations. The committee accepted these amendments. One member of the public, Georgia Shootish, spoke in support, noting the need for citywide expansion and pointing out loopholes in SB 423. The committee voted unanimously (3-0) to amend the ordinance and continue it to the call of the chair.

Welcome to the September 16th, 2024 regular meeting of the Land Use and Transportation Committee of the Board of Supervisors of San Francisco. I am Supervisor Mirna Melgar, Chair of the Committee joined by Board of Supervisors President Aaron Peskin and Vice Chair Dean Preston. The committee clerk today is John Carroll, and I'd also like to thank Jaime Echeverie at SFGov TV for broadcasting this meeting. Mr. Clerk, do you have any announcements? Yes, thank you, Madam Chair. Please ensure that you've silenced your cell phones and other electronic devices you may have brought with you into the chamber today. If you have any documents to include as part of any of today's files, you should submit them to me. Public comment will be taken on each item on today's agenda. When your item of interest comes up and public comment is called, please line up to speak along your right hand side. I'm pointing it out with my left hand. Agenda item number one is an ordinance amending the administrative code to establish the Greater Downtown Community Benefit District Master Permitting for Environment Activation for Entertainment Activation Program, referred to throughout this title as the Greater Downtown Activation Program. To coordinate and streamline permitting for community benefit district sponsored public events and uh taking place at certain locations in the greater downtown area, and to designate greater downtown activation program locations as entertainment zones to allow the off-site consumption of alcoholic beverages consumed at businesses within the entertainment zone during events, amending the public works code to establish the requirements for the greater downtown activation program, amending the fire code to establish a new permit type for the greater downtown activation program, amending the police code to exempt greater downtown activation program events from amplified sound, limited live performance and entertainment permit requirements, affirming the planning department's secret determination and directing the clerk of the board of supervisors to forward the ordinance to the California Building Standards Commission upon final passage. Okay, thank you so much, Mr. Clerk. Uh we continued this item from uh last week. Um do you have any further remarks or clarifications? I do thank you for the hearing last week. We made some amendments in committee last week that were discussed and described that were deemed to be substantive today at the request of the CBDs and the entertainment commission. I actually counterintuitively have some non-substantive amendments that would restore the entertainment commission permitting provisions that were deleted from the initial draft at the request uh of the entertainment commission with the support of the CBDs. So that uh is the bulk of the amendments that I've distributed to you that are before you today that are non-substantive in nature that restore the uh the entertainment commission's um permitting authority. Okay. Um do we have remarks from planning or this is it? We're done. I think planning is here for item three. I don't think planning is implicated by this at all.
