Welcome to the September 23rd, 2024 regular meeting of the land use and transportation committee of the San Francisco Board of Supervisors.

I'm Supervisor Mierna Melgar, Chair of the Committee, joined by Vice Chair Dean Preston.

We welcome our visitors today.

Yes, thank you, Madam Chair.

Please ensure that you've silenced your cell phones and other electronic devices you may have brought with you into the chamber today.

If you have any documents to include as part of the file, you should submit them to me.

We will take public comment on the single agenda item that is on today's agenda.

If you have public comment when we get to public comment, please line up to speak along that western wall of the room and then come forward when you're uh when we call public comment on that item.

And items acted upon today will be agendized at the Board of Supervisors meeting of October 1st, 2024, unless otherwise stated.

Agenda item number one is an ordinance amending the planning code and zoning map to establish the 555 Ninth Street Special Sign District and to modify sign controls for the existing shopping center, affirming the planning department's secret determination, making findings of consistency with a general plan in the eight priority policies of planning code section 101.1, and making findings of public convenience, necessity, and welfare under planning code section 302.

I'll try to make this quick.

Uh good afternoon.

The legislation before you create a special use district to enhance and improve the signage of the 555 Ninth Street Shopping Center, which is in the Show Place Square neighborhood.

This center is zoned UMU and subject to that district sign limitations, which are not particularly conducive to large shopping centers, particularly those that are right next to the freeway.

This center has suffered from high vacancy rates and turnover of tenants, and these changes will help support efforts to revitalize and lease up this center.

It's very exciting that the container store has recently moved in, and we look forward to seeing more tenants move into the site.

This amendment reflects a desire from the commission to put more parameters on hours of sign illumination.

So that is uh page four line three, a new subsection that states any sign may be illuminated, non-illuminated or indirectly or directly illuminated.

Signs may only be illuminated during the hours of operation of the business of the shopping center.

So Supervisor Dorsey respectfully asks that you uh incorporate this non-substantive amendment and send this to the full board with a positive recommendation.

The planning commission heard this item on July 18th, and they recommended that um you adopt a recommendation for approval.

There were uh there was a brief discussion regarding concerns on the impacts of illumination on adjacent neighbors, and as Ms.

Tam described, the supervisor has incorporated an amendment with respect to this feedback.
