The Land Use and Transportation Committee of the San Francisco Board of Supervisors met on November 18, 2024, at 9:45 AM. Chair Supervisor Mirna Melgar presided, joined by President Aaron Peskin and Vice Chair Dean Preston. The committee considered five agenda items: two were continued to a later date, two were recommended for approval, and one was tabled. No public comments were offered on any item.

- Item 1 (Planning Code – Impact Fees for Changes of Use): Chair Melgar noted that the Mayor’s Office and Office of Small Business requested additional time to meet with stakeholders. - Items 2 and 3 (Transit Center Open Space Fee Waiver for 524 & 530 Howard Street and Summary Street Vacation over Natoma Street): Madison Tam from Supervisor Dorsey’s office presented the companion ordinances, which facilitate a proposed 672-unit residential project (68 affordable units) and a pedestrian bridge connecting to the Transbay Transit Center rooftop park. The developer agreed to pay $2.3 million to the TJPA in lieu of the waived fee. The Planning Commission had recommended unanimous approval. No public comment. The committee moved to recommend both ordinances to the full Board with a positive recommendation, voting unanimously.
- Item 4 (30 Van Ness Avenue Special Use District): Ms. Tam requested a continuance based on ongoing discussions. The committee voted unanimously to continue this item to December 2, 2024, after no public comment.
- Item 5 (Planning Code – Affordable Price and Income Limits for BMR Units): No public comment. Chair Melgar moved to table the ordinance. The committee voted unanimously to table it (no further action at this meeting).

Good afternoon, everyone. Welcome to the November 18th, 2024 regular meeting of the land use and transportation committee of the San Francisco Board of Supervisors. I'm Supervisor Mirna Melgar, Chair of the Committee, joined by Board of Supervisors President Aaron Paskin, and Vice Chair Dean Preston. The committee clerk today is Mr. John Carroll. I'd like to also acknowledge Kalina Mendoza at SFGov TV for staffing this meeting. Mr. Clerk, do you have any announcements? Yes, thank you, Madam Chair. Agenda item number one is an ordinance amending the planning code to eliminate impact fees for changes of use from production, distribution, and repair to other non-residential uses as specified, affirming the planning department's sequel determination, making findings of consistency with the general plan and the eight priority policies of planning code section 101.1 and making findings of public necessity, convenience, and welfare pursuant to planning code section 302. Thank you, Mr. Clerk. Uh colleagues, uh this item has gotten a bunch of discussion over the last few days. Uh and the mayor's office and the Office of Small Business would like a little bit more time to continue meeting with the stakeholders to work out the information, the clarify the impacts and perhaps work out some language. So if it's okay with you, I would like to make a motion to continue this item to the call of the chair to provide the Office of Small Business a little more time to do this. Yes, uh, Mr. President. Madam Chair, could we continue it given the waning days of this session to a date certain December 2nd? And I promise to be involved as I have been with Ms. Tang and the small business office to try to resolve it by then. Sure. Let's do it till December 2nd. And if we need more time, we can do it at that time. December 2nd. I'll make a motion that we move this to December 2nd. Thank you. I'll record that in the book.
