I am Supervisor Mirna Melgar, Chair of the Committee, joined by Vice Chair Supervisor Cheyenne Chen and Supervisor Bilal Mahmoud. The committee clerk today is John Carroll. Agenda item number one is an ordinance amending the public works code to waive the tier three Love Our Neighborhoods major encroachment permit fee for a project to install the Detroit Street Steps Archway in the Sunnyside neighborhood that will create a gateway for the Detroit Street Steps project. The ordinance amends the administrative code to waive the Board of Appeals surcharge for the permit and affirms the planning department sequid determination. This item is on our agenda as a potential committee report, and it may be sent for consideration by the Board of Supervisors on their agenda tomorrow, May 6th, 2025. Thank you, Mr. Clerk. Uh colleagues, the Detroit Steps uh was launched by the Sunnyside Neighborhood Association in 2018. It connects, it's a you know a stairway that connects at Monterey Avenue uh with uh the Slowhurst Street. Uh it is a community-led multi-phase beautification and safety project in my district. Um it includes landscaping, tiling, uh, lighting improvement to turn the steps into a safe pedestrian walkway and a local destination. Since 2019, the per the project has progressed steadily with the installation of safety features like fences and a backflow device. The archway design was approved by the San Francisco Arts Commission Civic Design Review Committee in August of 2022. The project team uh has been led by neighbors Suna Mullins and Rosaura Valle. Um they have scraped together the funding with grants and they've raised money privately from the community. The Board of Supervisors also unanimously passed a resolution in 2023 for the intent to waive the permit fees and the improvement fees when it was required to have a major encouragement permit recognizing the project's civic and community value. So we are back here today to do the actual waiving of the fees uh through the new Love Our Neighborhoods program, which aims to make it easier for community groups to spearhead projects like this without having to go through a laborious process of a major encouragement permit.
