I am Supervisor Mirna Melgar, Chair of the Committee, joined by Vice Chair, Supervisor Cheyenne Chen and Supervisor Bilal Mahmoud.

Agenda item number one is a resolution approving the list of projects to be funded by fiscal year 25-26 road maintenance and rehabilitation account funds for the local streets and road program as established by California Senate Bill 1, the Road Repair and Accountability Act of 2017.

Good afternoon, Chair Melgar, Supervisors Chen Mahmoud, Clerk of the Board.

My name is Ayan Schneider, Government Affairs Manager at San Francisco Public Works.

Today we are seeking your consideration and approval of a resolution to certify a list of street resurfacing projects that will be funded by fiscal year 2025-26 road maintenance and rehabilitation account funds, which I'll be referring to as RMRA funds.

For background, these funds, which are distributed annually on a formulaic basis to California cities and counties, are from the additional gas and diesel taxes enacted by Senate Bill 1, the Road Repair and Accountability Act of 2017.

As part of their accountability and transparency provisions to implement the funds, the California Transportation Commission requires the adoption of an annual project list prior to cities and counties receiving these funds.

San Francisco Public Works Street Resurfacing Program has identified six projects to receive next year's RMRA funds, which include 178 blocks throughout the city.

Attached to the resolution is the project list detailing those 178 specifically identified blocks.

All of these projects are currently in the design phase and are expected to be advertised for construction this calendar year or the first half of 2026.

Other supplemental materials provided include a map with those same proposed blocks to be repaved, with a legend indicating which are supported by RMRA funds, as well as blocks that are to be funded by other sources.

If SFgov TV would like to uh project the map on the screen, I have that available as well.

These RMRA funds are just one slice of the pie that makes up our larger road resurfacing budget for public works.

I'm joined today by members of our street resurfacing program, and together we're happy to answer any questions the committee may have.

Uh before I go to my colleague uh Mahmoud, I just want to um reiterate you you said it during your presentation.

I just want you to reiterate it because we did get some communication from folks in the public.

So this item that is in front of us today is only one part of the overall resurfacing plan.

Um funding source of the overall resurfacing.

It's just because some uh street, a particularly street or neighborhood falls in this list, and in the priority that you've specified does not mean that we're ignoring the folks that are not on this list.

They're just coming from a different source and it's at a different timeline.

That's exactly correct.

Uh in next fiscal year, we're planning on resurfacing over uh 420 blocks throughout San Francisco.

This uh funding is for 178 of those.

Um our funding sources come from a variety of places.

I just wanted to briefly on the map.

Um is it correct that basically um in District 5 it's Haight Street that's gonna be the candidate for other funding sources effectively.

Um I have the list of uh projects, but not the list of specific streets.

I'd let me defer to um one of my colleagues for more specifics on on district five plans.
