Summary of Proceedings

San Francisco Land Use and Transportation Committee Meeting - November 2, 2026

The Land Use and Transportation Committee of the San Francisco Board of Supervisors held a regular meeting on November 2, 2026, at 9:45 AM. Chaired by Supervisor Mirna Melgar, Vice Chair Cheyenne Chen, and Supervisor Matt Dorsey, the committee processed a large slate of landmark designations and initiated historic district processes for North Beach and the Castro.

Public Comments & Testimony

  • A speaker representing the San Francisco Neighborhood Theater Foundation voiced support for the Vogue Theater designation in District 2.
  • Tina Valentin Aguirre and Steven Torres (Castro LGBTQ Cultural District) spoke in support of District 3 landmarks, particularly highlighting the queer history of Finocchio's, Mona's, and Vesuvio Cafe. Catherine Petrin (San Francisco Heritage) also voiced support for these designations and the historic districts.
  • Multiple commenters supported the North Beach Historic District initiation.
  • Extensive testimony supported the Castro Historic District. Dr. Jesse Oliver Sandford argued that without a historic district, deregulation would hurt the economically disadvantaged LGBT community, stating that LGBT individuals earn 10 to 20 percent less over their lifetimes and pay double the housing costs of straight siblings. Dennis Richards (Friends of 1800 Market Street) argued the district would not block housing, citing a prior demolition of a building in a historic district for affordable artist housing. Other speakers included Brian McConnell (Rainbow Honor Walk), Dr. Jen Reck (SF State), and Canon Brown, who shared personal connections to the neighborhood.

Discussion Items

  • District 2 Landmarks (Items 1-12): Graham Griffin (Supervisor Cheryl's office) presented 12 proposed landmarks as part of the Family Zoning Plan. Alex Westoff (Planning) detailed each property's significance. The owners of Item 5 (Brown-Metzger Mansion) requested a continuance. The owners of Item 12 (Inverness Garage) withdrew, requesting the item be tabled. Amendments were adopted to narrow Item 3 (Mr. Cudworth's House) to the historic structure and to correct the name of Item 6 (Presidio Movie Theater).
  • District 3 Landmarks (Items 13-21): Supervisor Danny Sauter presented nine proposed landmarks. Shannon Ferguson (Planning) detailed their significance, including the Transamerica Pyramid. Seven letters of support were received.
  • North Beach Historic District Initiation (Item 22): Supervisor Sauter introduced the resolution to start the community process, emphasizing it would be the first local historic district in District 3 since 1986 and would allow property opt-outs.
  • Castro Historic District Initiation (Item 23): Ronel Bajoy (President Mandelman's office) and Alex Westoff presented the resolution for the roughly 90-property Eureka Valley / Castro Village LGBTQ+ Historic District. Supervisor Matt Dorsey voiced strong support, calling the district essential for LGBTQ+ history and stating preservation and housing goals are compatible.
  • Landmark Designation Process Streamlining (Item 24): Ronel Bajoy requested a two-week continuance to build consensus on the ordinance.

Key Outcomes

  • Item 5 (Brown-Metzger Mansion): Continued to the November 30 meeting. (Vote: 3-0)
  • Item 12 (Inverness Garage): Tabled. (Vote: 3-0)
