The San Francisco Port Commission met on May 14, 2019, at 3:00 PM. Consent Calendar
- Item 9A: Approved amending the Port’s Harbor Traffic Code to allow parking and curb restrictions on port streets in Mission Bay east of Third Street to accommodate events at the Chase Center. Resolution 1917.
- Item 9B: Approved a month-to-month consent to sublease between Blue and Gold Fleet, L.P. and Open Top Sightseeing San Francisco, LLC for a ticket booth and office at Pier 41. Resolution 1918.
Public Comments & Testimony
- On Executive Director’s Report: A representative from the Carpenters Union expressed support for the Teatro Zanzani project, noting the developer agreed to use a signatory union general contractor. Diana Taylor, president of the Barbary Coast Neighborhood Association, stated support for the project. Jay Wallace, project manager for TZK Broadway, reported progress and thanked staff. Cynthia Gomez of Unite Here Local 2 supported the project, citing a neutral union organizing process for the future hotel.
- On Item 12A (Waterfront Plan): Alice Rogers and Ellen Jonk (co-chair of Maritime Commerce Advisory Committee) praised the staff’s work on the Waterfront Plan update and endorsed the dedication of the Pier 52 boat launch to Corinne Woods.
Discussion Items
- Item 10A – Informational: Fire Boat Station 35 Project and MOU: Staff presented a new 50-year memorandum of understanding between the Port and the San Francisco Fire Department for a floating fire station at Pier 22.5. The $35 million project, funded by the 2014 Earthquake Safety Bond, will replace dilapidated piers and provide a 14,500 sq. ft. station on a steel float. Rent under the MOU would be approximately $14,000 per month, with credits for improvements. Construction is expected from July 2019 to end of 2020. Commissioners expressed support; a formal action item will come at a future meeting.
- Item 11A – Real Estate Economics Contracts: Staff recommended awarding four “as needed” real estate economics contracts (each up to $750,000 for four years plus one-year option) to BAE Urban Economics, Economic and Planning Systems, Kaiser Marston Associates, and CIFL Consulting. Discussion centered on the LBE subcontracting goal of 13%, down from 20% in the prior contract, due to a narrowed scope focusing on real estate economics. Commissioners Wuho and Macris questioned the lower goal and asked staff to explore increasing LBE participation. The item was approved (Resolution 1919).
- Item 12A – Waterfront Plan Update & Dedication: Diane Oshima presented the draft amendments to the Waterfront Plan, which incorporates 161 working group recommendations into nine port-wide goals. The plan is expected to be released in early June 2019 for public review. A separate resolution dedicated the Pier 52 public boat launch in memory of working group member Corinne Woods. Commissioners commended the staff and working group; the resolution passed unanimously (Resolution 1920).

Item eight A, Executive Director's Report. Good afternoon, President Brandon, Commissioners uh Wuho and Macris um staff and uh public. I am Elaine Forbes, the ports executive director. Uh the first item is to announce the opening of salmon season. It opened May the first. There will be a temporary closure beginning June 1st through the 3rd and again on July 1st through the 10th. The season will be open through October 15th. Uh captains from Fisherman's Wharf Sports Boats are anticipate a good year as the recreational season opened very strong in the spring, uh, between April 13th and 30th. And a good fishing season for us brings in the transient fleet boats, which drives up revenues at Hyde Street Harbor. So we wish our fishing community a safe and successful salmon season. Right now, at Piers 3032 is the Japanese Coast Guard training vessel, Kojima. Uh she arrived on the 11th and departs tomorrow. San Francisco was her first port of call from Japan. She's traveling through the Panama Canal to New York when she leaves tomorrow for uh a hundred and one days of over two thousand six hundred miles of journey with forty-three cadets from the Japanese Coast Guard.
