Port Commission Meeting - April 28, 2020

The Port Commission held a virtual meeting on April 28, 2020, to discuss and act on several agenda items related to COVID-19 relief efforts, navigation center extension, construction contracts, and financial updates. All resolutions were passed unanimously.

Public Comments & Testimony

• 6A - Central Waterfront Navigation Center MOU Extension: Approved an amendment to extend the MOU between the port and HSH for five years, with a 3% rent increase to $6,308/month. The center has been a successful program in addressing homelessness.
• 6B - Rent Deferral Policy Ratification and Extension: Approved a resolution ratifying the staff-issued rent deferral policy for tenants affected by COVID-19 and extending it through May 31, 2020. Commissioners discussed additional relief options, including potential rent forgiveness for small businesses and non-profits.
• 6C - MOU with DPH for COVID-19 Testing at Pier 30-32 and Rent Waiver for C Wal 337: Approved an MOU for use of Pier 30-32 as a testing site and a rent waiver for C Wal 337 for RV staging. The motion was amended to require commission approval for any future rent waivers beyond the current scope.
• 6D - MOU with HSA for RV/Trailer Shelter at C Wal Lot 344: Approved an MOU for a temporary shelter site for unhoused individuals in District 10, with amendments including a good neighbor policy, a one-year term or 60 days after the emergency declaration ends, and no holdover. Rent waiver of $520.30 per month was included.
• 7A - Mission Bay Ferry Landing Dredging Contract: Awarded contract to The Dutra Group for $11,920,300 with a 10% contingency ($1,192,030), total not to exceed $13,112,330. The project is funded by OCII funds that must be spent by June 30, 2020.
• 7B - Crane Cove Park 19th Street Extension and Georgia Street Contract: Awarded contract to Cazadoro Construction Inc. for $2,809,275 with a 10% contingency ($280,928), total not to exceed $3,090,203. The project supports the port's strategic plan and leverages local business participation (98% LBE).
• New Business: Commissioner Wuho requested a future report breaking down port revenue impacts by business type (e.g., restaurants, cruise, maritime) to better understand financial risks.

Key Outcomes

• All action items (resolutions 2017, 2018, 2019, 2020, 2021, 2022) were approved unanimously by roll call votes.
