- ALU Officer Salmonson presented the application for a Type 21/41/86 license. Zero letters of protest or support were received. ALU recommended approval with conditions requiring signage stating no alcoholic beverages beyond the tasting area and that no minors are allowed in the tasting area. The applicant, Matt Pond (owner of The Epicurean Trader), agreed to the conditions and argued that the store serves as a neighborhood necessity, especially during the pandemic, citing limited grocery access in the Financial District. No public comment was offered. The committee voted unanimously (3-0) to forward a resolution of public convenience and necessity to the full board.
Item 2: Liquor License Transfer for Kal's Neighborhood Market (1401 19th Avenue)
- ALU recommended approval of a Type 20 off-sale beer and wine license transfer with conditions (sales hours 8 a.m. to 10 p.m., active monitoring to prevent loitering, and litter maintenance). The applicant’s representative, Sabrina Shagi, described the expansion of a family-owned Chevron station’s food mart into an underutilized auto repair bay, noting 37 neighbor signatures of support, 4 letters of protest, and the addition of 11 security cameras. The applicant agreed to all conditions. No public comment was received. The committee voted unanimously (3-0) to forward the resolution to the full board.

April 9th, 2020 regular meeting of the Public Safety and Neighborhood Services Committee. I'm Supervisor Rothell Mandelman, the chair of the committee. We're joined virtually by Vice Chair Supervisor Stephanie and Supervisor Walton. Our clerk is John Carroll, and I want to thank the fine folks at SFGTV for staffing this meeting as well as Board of Supervisors Operations and IT for lending their support to this first remote meeting of our committee. And for all that you all are doing to keep all of our meetings running smoothly, which I know is challenging in these in these times. Mr. Clerk, do you have any announcements? Yes, thank you, Mr. Chair. Due to the COVID 19 health emergency and to protect board members in the public, city employees, the Board of Supervisors Legislative Chamber, and the committee room are closed. Members will be participating in the meeting remotely, the same extent as if they were physically present. Public comment will be available for each item on this agenda. Both Cable Channel 26 and SFgovTV.org are streaming the number across the screen. Each speaker will be allowed two minutes to speak. Comments or opportunities to speak during the public comment period are available via phone by calling 888 2049 eight four. And utilizing an access code. The access code is 350 1008. I'll repeat those numbers. The call in number is 888 204 5984. And the access code is 350 1008. Once callers are connected, they should press the pound symbol and then press the pound symbol again. And then after they are connected, if they wish to speak, they should dial one and then dial zero in order to be added to the queue to speak for that particular agenda item. Speakers will be lined up in the system in the order in which they dial one and zero. While speakers are waiting, the system will be silent. The call-in system will notify you when you are in line and waiting. All callers will remain on mute until their line is opened for comment. Everyone must account for the time delete delays and speaking discrepancies between live coverage and streaming. We have about a one or a two-second delay.
