Welcome to the Thursday, April 28th, 2022 meeting of the Public Safety and Neighborhood Services Committee.

I'm Supervisor Gordon Maher, the chair of this committee, and I'm joined by Vice Chair Catherine Stephanie.

And I want to thank uh Jessica Perkinson for staffing this meeting as a committee's clerk and also SFGov TV.

Madam Clerk, do you have any announcements?

Yes, I do.

Um the Board of Supervisors and its committees are now convening hybrid meetings that allow in-person attendance and public comment while still providing remote access and public comment via telephone.

The board recognizes that equitable public equitable public access is essential and will be taking public comment as follows.

First, public comment will be taken on each item on this agenda.

Those attending in person will be allowed to speak first.

And then we will take those who are waiting on the telephone line.

For those watching either Channel 2678 or 99 on SFGov.tv, the public comment call number call in number is streaming across the screen.

The number is 415-655-0001.

Once connected, you enter the meeting ID, which is 2492077440.

Then pound and pound again.

When connected, you will heal the hear the meeting discussions, but you will be muted and in listening mode only.

Uh can you please call item number one?

Item number one is an ordinance amending the administrative code to require the police department to create a community policing plan or CPP at each district police station that among other strategies incorporates a foot and bike patrol deployment and also includes a community process for eliciting input and to require the public posting of the CPP with with a yearly update.

Supervisor Stephanie, at our last PSNS committee meeting, we held a very important hearing that, or you you led a very important hearing on SFPD staffing that that really highlighted the significant staff shortage that we're facing in the department, and that's that's having great impacts on public safety throughout our city.

Um one of the key um impacts uh for me was um the lack of of ability for the department to assign officers to more proactive crime prevention, um community engaging policing.

Um so this is this has been an issue that's been of high importance to me is the need for our department in our city to focus on crime prevention to really address our public safety challenges.

Um so this legislation um uh uh that I've introduced would require the SFPD to have um community policing plans um for each district station um that is that are developed with input input from key stakeholders, especially merchant associations, neighborhood groups, and community-based organizations.

Um I I have been working with the department on some a set of amendments for this legislation that unfortunately are not not quite ready to be introduced today.
