The Public Safety and Neighborhood Services Committee of the San Francisco Board of Supervisors met on Thursday, September 22, 2022, at 6:15 PM. Chair Supervisor Gordon Mar presided, joined by Vice Chair Catherine Stefani and eventually Committee Member Myrna Melgar (who was absent for the first vote but present for later votes). The agenda consisted of three routine liquor license transfer hearings. No public comment was offered on any item.
Regular Agenda Items
Item 1 – Liquor License Transfer (Type 20 and Type 86) – 556 Hayes Street – True Sake
- Presentation: Officer Salmanson of the SFPD ABC Liaison Unit reported zero letters of protest or support. The location is in a high crime plot and high saturation census tract. Northern Station had no opposition; the Alcohol Liaison Unit recommended approval with a condition to actively monitor adjacent property to prevent loitering.
- Applicant: Bo Timkin, owner of True Sake, described the 20-year history of the business in Hayes Valley and plans to expand to serve customers better.
- Committee Action: Chair Mar noted Supervisor Preston’s support. A motion was made to prepare a resolution of public convenience and necessity and send to the full board with a positive recommendation. The vote was 2-0-1 (Stefani aye, Mar aye, Melgar absent). Later, upon request, the committee rescinded that vote and re-voted to send the item out as a committee report. The rescission motion passed 2-0-1; the subsequent motion to issue a committee report passed 3-0 (Melgar now voting aye).
Item 2 – Liquor License Transfer (Type 20) – 221 Sansome Street – 7-Eleven
- Presentation: Officer Salmanson reported zero letters of protest or support. The location is in a high crime plot and high saturation census tract.
- Applicant: Ryan Kroll, on behalf of franchisees Sarge and Mike Singh, stated that customers had requested beer and wine sales for convenience. The application included 118 support signatures. The planning department and police recommended approval subject to standard conditions, which the applicant accepted.
- Committee Action: Chair Mar noted Supervisor Peskin’s support. A motion was made to prepare a resolution and send it as a committee report to the full board with positive recommendation. The vote was 2-0-1 (Stefani aye, Mar aye, Melgar absent).
Item 3 – Liquor License Double Transfer (Type 57, converted from Type 47) – 735 Montgomery Street – Chief S.F.
- Presentation: Officer Salmanson reported zero letters of protest or support. The location is in a high crime plot and high saturation census tract. He explained that the double transfer moves an existing license to a new location and converts it to a type 57 (special on-sale general for a private club).
- Applicant: Victor Marquez introduced Chief S.F., a private membership organization focused on supporting women executive leaders, with venues in other cities and now opening in San Francisco. He emphasized the need for a safe space for women leaders to network and mentor.
- Committee Action: Chair Mar noted Supervisor Peskin’s support. A motion to prepare a resolution and send as a committee report passed unanimously 3-0 (Stefani aye, Melgar aye, Mar aye).

I'm Supervisor Gordon Maher, the chair of this committee. I'm joined by uh Vice Chair Catherine Stephanie and and uh we'll soon be joined by committee member Mirna Malgar. Um thank you to Alisa Samara for staffing uh this meeting as a committee clerk today, and also um thank you to Anson Ho for staffing from at SFGov TV. Madam Clerk, do you have any announcements? Yes, Mr. Chair. The Board of Supervisors and its committees are now convening hybrid meetings that allow in-person attendance and public comment while still providing remote access and public comment via telephone. The board recognizes that equitable public access is essential, and we will be taking public comment as follows. First, public comment will be taken on each item on this agenda. Those attending in person will be allowed to speak first, and then we will take those who are waiting on the telephone line. For those watching, either channels 26, 28, 78, or 99, or SFgov TV.org. Yes, item number one is a hearing to consider that the transfer of a type 20 off-sell beer and wine liquor license with the additional issuance of a type 86 instructional tasting license to two true sake LLC located at 556 Hayes Street in District 5 will serve the public convenience or necessity of the city and county of San Francisco. Okay, uh Trusaki LLC is applying for a type 20 license, and if approved, this would allow them to operate an off-sill, beer and wine premise. I have zero letters of protest, zero letters of support. They're located on plot five five eight, which is considered high crime.
