The committee, chaired by Acting Chair Matt Dorsey with Supervisor Joel Engardio, convened on January 26, 2023 at 6:15 PM to consider four liquor license applications. All items received positive recommendations to the full Board of Supervisors with unanimous 2-0 votes.
Item 1: Liquor License Transfer - Postscript, 499 Jackson Street
- Applicant Postscript Collective LLC sought a Type 21 off-sale license for a specialty grocery store. No letters of protest or support were filed. The location is in a high crime area (plot 140) and high saturation census tract (61101). SFPD recommended approval with a condition to prevent loitering. The committee voted to forward the item as a committee report for the January 31, 2023 Board meeting.
Item 2: Liquor License Transfer - Bar Agricole, 1540 Mission Street
- Applicant Bar Agricole Inc. sought a Type 21 off-sale license for a retail shop complementing its restaurant. Two letters of support, zero protest. The site is in a high crime area (plot 204) and high saturation census tract (177). SFPD recommended approval without additional conditions. The committee voted to forward the item as a committee report for the January 31, 2023 Board meeting.
Item 3: Liquor License - SinombreSF, 312 Harriet Street
- Applicant CN Nombre SF LLC sought a Type 48 on-sale public premises license for a post-pandemic recovery project. No letters of protest or support. Located in a high crime area (plot 268) and high saturation census tract (180). SFPD recommended approval with two conditions: prevent loitering and ensure entertainment is not audible at nearby residences. The committee voted to forward with positive recommendation.
Item 4: Liquor License Transfers - Total Wine & More, 1750 Harrison Street
- Applicant California Wine and Spirits LLC sought Type 21, 42, and 86 licenses for a new store at a former OfficeMax site. Two letters of protest were under ABC review; zero support letters. Located in a high crime area (plot 405) and high saturation census tract (177). SFPD recommended approval with a condition to prevent loitering. The committee voted to forward with positive recommendation.
Key Outcomes
- All four items were approved by a 2-0 vote (Supervisor Engardio and Acting Chair Dorsey). Items 1 and 2 were specifically designated as committee reports for the Board of Supervisors meeting on January 31, 2023. Mr. Clerk, do you have any announcements? Yes, thank you, Mr. Acting Chair. The Board of Supervisors and its committees are convening hybrid meetings that allow in-person attendance and public comment while still providing remote access and public comment via telephone. The board recognizes that equitable public access is essential, and we will be taking public comment as follows. First, public comment will be taken on each of the four items on today's agenda. Those attending our meeting in person here in the board chamber, room 250, will be allowed to speak first, and then we will take public comment from those who are waiting on our telephonic public comment line.
