Welcome to the February 23rd, 2023 regular meeting of the Public Safety and Neighborhood Services Committee.

I am Supervisor Catherine Stephanie, Chair of the Committee.

To my right is Vice Chair, Supervisor Angardio, and to my left is Supervisor Dorsey.

The Board of Supervisors and its committees are convening hybrid meetings that allow in-person attendance and public comment while still providing remote access and public comment via telephone.

The board recognizes that equitable public access is essential, and we will be taking public comment as follows.

We're going to hear public comment on each item on this agenda.

There is one agenda item.

For those attending in person, we will hear from you first.

Uh folks who will provide public comment on agenda item one uh number one from in this room will line up on the curtain wall here, and then we will hear from folks on the public comment call in line.

Agenda item number one is a hearing to consider that the transfer of a type 48 on-sale general public premises liquor license to Francisco Javier Via Lobos to do business as Los Margaritos, located at through 3336 24th Street in District 9, will serve the public convenience or necessity of the city and county.

I'd like to welcome Officer Salmanson from the SFPD ABC liaison unit.

Okay, you have a PCN report for Francisco Javier Via Lobos.

They've applied for a type 48 license, and if approved, this would allow them to operate an on-sale general public premise.

I have zero letters of protest, zero letters of support.

They're located on plot four five four, which is considered high crime area.

They're in census track two zero nine, which is considered a high saturation area.

Mission station has no opposition.

And Alcaliaison Unit recommends approval with the following conditions.

Number one, petitioners shall actively monitor the area under their control in an effort to prevent the loitering of persons on any property adjacent to the licensed premise as depicted on ABC 253 form.

And that entertainment provided shall not be audible at any nearby residents or consideration point.
