The Public Safety and Neighborhood Services Committee, chaired by Supervisor Catherine Stephanie, met on March 9, 2023, beginning at 6:15 PM. The meeting addressed five agenda items: two liquor license matters, a cannabis regulation ordinance, and two authorizations for parole entry agreements with the Department of Homeland Security. All votes were unanimous.

Item 1: Liquor License Issuance - 1198 Pacific Avenue (Dapper)
- The San Francisco Police Department (SFPD) Alcohol Liaison Unit recommended approval of a Type 20 off-sale beer and wine license for Dapper Nob Hill LLC. The location is in a high-saturation census tract (108), but Central Station had no opposition. Applicant partner Sandra Folgo back spoke in support, noting the neighborhood is a food desert and the store will provide fresh groceries and coffee. President Peskin had no issues. The committee voted unanimously to prepare a resolution finding the license serves public convenience or necessity and to recommend it to the full Board on March 21.
Item 2: Liquor License Transfer - 3801 3rd Street (Lucky Bayview)
- SFPD recommended approval of a Type 21 off-sale general beer, wine, and distilled spirits license transfer to Save Mart Supermarkets LLC, doing business as Lucky Bayview. The location is in a low-crime area but a high-saturation census tract (612); Bayview Station had no opposition. Applicant representative Reggie Chand stated the store has been open five months and customers have requested liquor. Alcohol displays will occupy less than 2% of the store. Supervisor Walton was supportive. The committee voted unanimously to prepare a resolution and recommend approval to the full Board on March 21.
Item 3: Police Code - Cannabis Regulation
- This ordinance, sponsored by Supervisor Rafael Mandelman, amends the Police Code to allow holders of temporary cannabis business permits to transfer an aggregate ownership interest of 50% or more after five years have passed since their permanent permit application was acknowledged, even if a permanent permit has not yet been issued. Legislative aide Jackie Thornhill and Office of Cannabis Director Nikesh Patel explained that approximately 55 temporary permit holders (supply-side businesses operating pre-legalization) are currently stuck in limbo due to a backlog in permanent permit processing. The ordinance also creates a six-month unwinding mechanism if ownership is transferred too soon. The committee voted unanimously to recommend adoption to the full Board.
Item 4 & 5: Authorizing Parole Entry Agreements for Sex Offense and Murder Prosecution
- These two ordinances authorize the District Attorney and Sheriff to enter agreements with the U.S. Department of Homeland Security to facilitate parole entry of two criminal defendants into the U.S. for prosecution—one for multiple sex offenses, one for murder. The agreements require immediate notification to DHS if the defendant posts bail or is released. Chair Stephanie stated she had met with victims and community leaders and emphasized that the sanctuary city policy supports public safety while seeking justice. Vice Chair Engardio affirmed the sacredness of the sanctuary city policy. Supervisor Dorsey noted that in 2019 a similar request was made but no legislative change was needed. Public comment was not received. Chair Stephanie moved to table both items, and the committee voted unanimously to table them.

To my right is Vice Chair, Supervisor Ingario, and to my left is Supervisor Dorsey. The clerk is John Carroll. The Board of Supervisors and its committees are convening hybrid meetings that allow in-person attendance and public comment while still providing remote access and public comment via telephone. The board recognizes that equitable public access is essential, and we'll be taking public comment as follows. First, comment will be taken on each item on today's agenda. Those attending in person will be allowed to speak first, and then we will hear comments from those who are waiting on the telephone line.
