The Public Safety and Neighborhood Services Committee met on Thursday, September 26, 2024, at 6:15 PM, chaired by Supervisor Catherine Stephanie, with Supervisor Dorsey present and Vice Chair Joel Engardio excused. The committee considered three items: two liquor license applications and an ordinance to strengthen the Office of Victim and Witness Rights (OVWR). All items were forwarded to the full Board of Supervisors with positive recommendations.

- Item 1 - Liquor License Transfer (1210 Union Street - Union & Hyde): Officer Fionas from the SFPD ABC Licensing Unit reported that the applicant, Union & Hyde, LLC, seeks a Type 21 off-sale general liquor license for a package store at 1210 Hyde Street. There were zero letters of protest or support. The area is in a low crime plot (523) but a high concentration census tract (109.01). The recommended conditions include monitoring to prevent loitering. Chair Stephanie noted that District 3 Supervisor Peskin had no objection. The committee voted unanimously to forward a positive recommendation to the full board.
- Item 2 - Liquor License Issuance (3089-16th Street - Skylark): Officer Fionas presented the application by 3089 16th Street LLC for a Type 90 on-sale general music venue license for Skylark. Zero letters of protest or support. The location is in a high crime plot (414) and high concentration census tract (201.02). Mission Station had no opposition; the alcohol liaison unit recommended approval with conditions including noise control, litter maintenance, and requiring two uniformed security guards during live entertainment. Applicants Kimberly and Dave, the owners, spoke in support, noting they have operated for a year and wish to host 18+ events on select nights. Chair Stephanie stated District 9 Supervisor Ronan supports the application. The committee voted unanimously to forward a positive recommendation.
- Item 3 - Ordinance: Administrative Code Amendments for OVWR and SHARP Integration: Chair Stephanie introduced legislation co-sponsored by Supervisor Ronan to clarify duties of OVWR, move the Office of Sexual Harassment and Assault Response and Prevention (SHARP) from the Human Rights Commission to OVWR, and require trauma-informed assistance for victims. Three non-substantive amendments were presented: (1) clarifying that OVWR cannot subpoena a crime victim for information; (2) exempting the DA's victim services division from the consolidation plan; and (3) requiring all employees, including the director, to interact directly with survivors of sexual assault/harassment to resolve complaints. Deputy City Attorney Christina Flettez Romo confirmed the amendments are non-substantive. Supervisor Dorsey expressed support. The committee voted unanimously to adopt the amendments and forward the ordinance to the full board with a positive recommendation.

Yes, the first item is a hearing to consider that the transfer of a type 21 off sale general beer, wine, and distilled spirits liquor license to union and hyde. LLC doing business as union and hide. Located at 1210 Union Street, District 3 will serve the public convenience or necessity of the city and county of San Francisco. Thank you, Madam Clerk, and we'd like to welcome Officer Fionas from the San Francisco Police Department ABC licensing unit. Good morning. And union and at Hyde Street, LLC. They'll be operating as Union and Hyde. They have applied for a type 21 license, and if approved, this would allow them to operate an off-sale general package store at 1210 Hyde Street. There are zero letters of protest, zero letters of support. They are located in plot 523, which is considered a low crime area. They're in census tract 109.01, which is considered a high concentration area. With the following conditions. Number one, the petitioners shall actively monitor the area under their control in an effort to prevent the loyaling of persons on any property adjacent to the licensed premises as depicted on ABC 253.
