The Public Safety and Neighborhood Services Committee of the San Francisco Board of Supervisors met on Thursday, October 10, 2024, at 6:00 PM. Chair Supervisor Catherine Stephanie presided, joined by Vice Chair Guardio and Supervisor Dorsey. The committee considered three liquor license applications (one transfer and two issuances), all of which received no public comments and were unanimously approved with conditions. Item 2: Liquor License Issuance – Eve Nightclub (1535 Folsom Street)
- The application from Goth Inc. for a Type 90 on-sale general music venue license was presented. The premises are in a high-crime area (plot 204B) and high-concentration census tract 177.00, with zero letters of protest or support. Southern Station had no opposition. The ALU recommended the same set of conditions as Item 1. Applicant representative Gemma Jarell Lester explained the owner seeks to transition from a Type 48 license to serve all-ages events, corporate functions, and college organizations. Supervisor Dorsey (District 6) expressed strong support, citing the corridor’s nightlife history and streetscaping plans. The committee voted 3-0 to forward a positive recommendation.
Item 3: Liquor License Issuance – The Nosh Box (1116 Folsom Street)
- The application from Lamont Juiced LLC for a Type 42 on-sale beer and wine license was presented. The premises are in a high-crime area (plot 232A) and high-concentration census tract 178.04, with zero letters of protest or support. Southern Station had no opposition. One condition was noted (presumably identical to the standard set). Co-owner Stephen Wade, also a District 6 resident, emphasized collaboration with the Leather Cultural District, SoMa West CBD, and neighborhood safety efforts. Supervisor Dorsey affirmed support and noted upcoming safety ambassador plans. The committee voted 3-0 to forward a positive recommendation.

I am Supervisor Catherine Stephanie, Chair of the Committee. To my right, we are joined by Vice Chair and Guardio, and to my left is Supervisor Dorsey. The clerk is Miss Monique Creighton, and I'd also like to thank Clina Mendoza at SFGov TV for staffing this meeting. Madam Clerk, do you have any announcements? Public comment will be taken on each item on this agenda. When your item of interest comes up and public comment is called, please line up to speak on your right. Yes, the first item is a hearing to consider that the transfer of a type 90 on-sale general music venue liquor license to urban life INC to do business's neck of the woods. Located at 406 Clement Street will serve the public convenience or necessity of the city and county of San Francisco. Thank you, Madam Clerk. I'd like to welcome Officer Friones from the San Francisco Police Department ABC licensing unit. Thank you. Good morning. You have before you a PCN report for Urban Life Incorporated as Neck of the Woods. They have applied for a Type 90 license, and if approved, this would allow them to operate an on-sale general music venue at 406 Clement Street. There are zero letters of protest, zero letters of support. They are in plot seven two two B, which is considered a high crime area. They are in Census Tract 401.00, which considered a high concentration area. Richmond station has no opposition. The ALU recommendation, approval with the following conditions. Except as provided in condition two below, no noise shall be audible beyond the area under the control of the licensee. Also, petitioners shall actively monitor the area under their control in an effort to prevent the loitering of persons on any property adjacent to the licensed premises as depicted on ABC 253. The petitioners shall be responsible for maintaining free of litter the area adjacent to the premises over which they have control, also as depicted on ABC 253. At any time the premise is providing live entertainment, the petitioner shall have two uniformed security guards on the premises and shall maintain order therein to prevent any activity which would interfere with the quiet enjoyment of the nearby residents or the surrounding community. The uniform security guards must be licensed by the State of California Department of Consumer Affairs. Thank you so much.
