The San Francisco Board of Supervisors Public Safety and Neighborhood Services Committee met on Thursday, February 13, 2025, at 6:15 PM (local time) to consider two liquor license items. Chair Matt Dorsey, Vice Chair Bilal Mahmood, and Supervisor Danny Sauter were present. Clerk Monique Creighton handled proceedings. Both agenda items were approved unanimously.

- Liquor License Issuance – Neck of the Woods (406 Clement Street): The committee considered a resolution (250110) to revise the type of license from transfer to an issuance of a Type 90 on-sale general music venue liquor license to Urban Life Inc., doing business as Neck of the Woods. The San Francisco Police Department’s ABC liaison unit had no objection, and Supervisor Chan’s office indicated no issues. No public comment was heard. The committee voted unanimously to forward a resolution to the full Board with a positive recommendation.
- Liquor License Transfer – Dapper (1198 Pacific Avenue): The committee held a hearing (250024) on the person-to-person, premise-to-premise transfer of a Type 21 off-sale general beer, wine, and distilled spirits license to Dapper Knob Hill LLC, doing business as Dapper. Officer Freundes from SFPD’s ABC liaison reported zero letters of support or protest and described the location as a low-crime, low-concentration area. Supervisor Sauter, in whose district the establishment sits, spoke in support, noting the grocery store’s positive neighborhood reception and its preservation of a neon sign. The applicant also expressed gratitude. No public comment was received. The committee voted unanimously to forward a resolution to the full Board with a positive recommendation.

This meeting will come to order. Welcome to the February 13th, 2025 regular meeting of the San Francisco Board of Supervisors, Public Safety, and Neighborhood Services Committee. I'm Supervisor Matt Dorsey, Chair of this committee. And I'm joined today by Vice Chair Bilal Machmod and Supervisor Danny Sauter. Our always capable clerk today is Ms. Monique Creighton. And together we'd like to express our gratitude to Sos Enos and the whole team at SFGov TV who are facilitating and broadcasting today's meeting. Madam Clerk, do you have any announcements? Yes. Public comment will be taken on each item on this agenda. When your item of interest comes up and public comment is called, please line up to speak on your right. This is a resolution revising the type of liquor license referenced in resolution number 527-24 from transfer to an issuance and determining that the issuance of a type 90 on sale, General Music Venue Liquor License to Urban Life Inc., INC, to do business this neck of the woods, located at 406 Clement Street will serve the public convenience or necessity of the city and county of San Francisco in accordance with the California Business and Professions Code Section 23958.4, and requesting that the California Department of Alcoholic Beverage Control impose conditions on the issuance of the license. Thank you, Madam Clerk. I would like to welcome Officer Freines from the San Francisco Police Department's ABC liaison unit. Officer Freines. Yes. Officer Freines won't be seeing because this is uh yeah, just Oh, my apologies. Yeah. Okay. He won't be speaking on this resolution. Okay. So it's my understanding this is uh in District 1, and I understand from Supervisor Chan's office that she has no issues with this permit. Um planning and uh the ALU both recommended the uh transfer and to continue uh and recommend the revision. So um I'd like to open this up to I don't see the app anybody from the applicant present. Uh may we open this up to public comment, seeing no one on the roster. Yes, members of the public who wish to speak on this item should line up now along the side by the windows. All speakers will have two minutes. It appears we have no public comment. Okay, so public comment is now closed. And seeing no further comments on the roster, I'd like to move that the clerk prepare a resolution making a determination that the issuance of a type 90 on-sale general music venue liquor license to the applicant would serve the public convenience or necessity.
