The Public Safety and Neighborhood Services Committee of the San Francisco Board of Supervisors met on June 12, 2025, chaired by Vice Chair Bilal Mahmoud, with Supervisors Danny Sauter and Cheyenne Chen (sitting in for Chair Dorsey) present. - Item 3 (TCAP): Dozens of community members and organizational representatives spoke in strong support of the resolution and urged continued city investment. They highlighted tangible outcomes from the initial $4 million participatory budgeting process: over 3,400 residents served, 235,000 fresh meals delivered to SRO residents, 2,000 square feet of murals installed, the launch of the Tenderloin's first Arab Youth and Teen Drop-in center, and improved safety and cleanliness. Many speakers emphasized that the neighborhood is at a tipping point and that cutting funding would reverse hard-won progress. A recurring request was for the city to allocate an additional $4 million for the next phase of the TCAP.

Item 1: Liquor License Transfer – Bottles and Bites (1799 Union Street)
- Officer Natalie Villotaro Crane from the SFPD ABC Licensing Unit presented the Police Department report. The applicant sought a Type 21 off-sale general liquor license. Two letters of protest were received but resolved by the applicant agreeing to a 10 p.m. cutoff time. The location is in census tract 130.01, a high-crime and high-concentration area. Northern Station had no opposition. The applicant's representative, David Villavo, spoke in support, noting the store's revival. Supervisor Mahmoud confirmed that Supervisor Sheryl (district supervisor) supports the transfer. The committee unanimously voted to direct the clerk to prepare a resolution finding that the license would serve public convenience or necessity and to forward it to the full board with a positive recommendation.
Item 2: Liquor License Issuance – Club Deluxe (1511 Haight Street)
- Supervisor Mahmoud voiced strong personal support for the return of Club Deluxe, a historic music venue and cultural institution in the Haight. Officer Crane presented the PCN report for a Type 90 on-sale general music venue license. There were zero letters of protest or support. Conditions included noise limits, compliance with the San Francisco Entertainment Commission, litter control, loitering prevention, and two uniformed security guards during live entertainment. The applicant's representative expressed gratitude and noted that the Type 90 license is the only vehicle for the venue's return. The committee unanimously voted to prepare a resolution of public convenience or necessity and forward it to the full board with a positive recommendation.
Item 3: Resolution Endorsing the Tenderloin Community Action Plan (TCAP) Investment Blueprint
- Supervisor Mahmoud introduced a non-substantive amendment to add the Chinatown Community Development Center (CCDC) to the list of community-based organizations on page 2, lines 1–4. The amendment was adopted unanimously. A joint presentation followed by Asil Farah (San Francisco Planning), Curtis Bradford (TNDC), and Isan Looper (TLCBD). They described the three-year, community-led process that produced the blueprint, built on the earlier Tenderloin HIP and People's Congress plans. The $4 million participatory budgeting pilot funded 21 community-prioritized projects, leveraging $6.6 million in additional resources. The blueprint outlines seven strategies: street stewardship, eliminating open-air drug trade, public space improvement, youth investments, wellness services, small business support, and housing. Presenters and public commenters stressed that the plan is a holistic, community-authored roadmap. Supervisor Mahmoud noted that the current mayor's budget does not include additional funding and asked about the consequences of disinvestment. Presenters responded that stopping now would derail momentum and undermine trust. The committee voted to approve the amendment and then to forward the resolution as amended to the full board with a positive recommendation.

I am Supervisor Balal Mahmoud, Vice Chair of this committee. I will be chairing today's meeting in light of Chair Dorsey's absence. Do you do a special budget and appropriations committee meeting taking place at the same time in the board chambers? Hence why we are conducting this meeting in an alternate location. Today I'm joined by Supervisor Danny Sauter and Supervisor Cheyenne Chen, who is sitting in for Supervisor Dorsey today. Our ever capable clerk today is Ms. Monique Creighton. Item number one is a hearing to consider that the person-to-person premise-to-premise transfer of a type 21 off-sale general beer, wine, and distilled spirits liquor license to bottles and bites LLC, doing business as bottles and bites located at 1799 Union Street will serve the public convenience or necessity of the city and county of San Francisco. It's my understanding that Supervisor Sheryl supports this liquor license transfer in his district, and I'm inclined to as well. Um but would love to hear uh more about the the license as well. So can you share a little bit more? Yes. Um you have before you a PCN report for bottles and bites LLC operating as quote unquote bottle and bytes. They have applied for a type 21 license, and if approved, this would allow them to operate an off-sale general for public premises at 1799 Union Street. There are two letters of protest, zero letters of support. They are located in plot 540A, which is considered a high crime area. They are in census tract 130.01, which is considered a high concentration area. Northern Station has no opposition. AOU recommendation is approval with the following condition.
