Good morning, everyone, and welcome to the Thursday, September 11th, 2025 regular meeting of the Public Safety and Neighborhood Services Committee of the San Francisco Board of Supervisors.

I'm Supervisor Matt Dorsey, chair of this committee, and I'm joined today by Vice Chair Bilal Machmood and Supervisor Danny Sauter.

As always, we're grateful to Ms.

Monique Creighton for serving so capably and well as our clerk.

And together, we'd also like to express our gratitude to Paul Morrill and the entire team at SFGov TV for facilitating and broadcasting today's meeting.

I think we have a relatively short agenda today, but would you start by calling item number one?

Yes, item number one is a hearing to consider that the issuance of a tight 90 on-sale general music venue liquor license to End Games Improv LLC to do business as in games improv, located at 2989 Mission Street, will serve the public convenience or necessity of the city and county of San Francisco.

I'd like to welcome Officer Brandon Erickson from the San Francisco Police Department's ABC Liaison unit.

Thank you for being here today, officer.

The floor is yours.

Thank you for having me.

You have before you a PCN report for Endgames Improv LLC.

As Endgames Improv.

They have applied for a Type 90 license, and if approved, this would allow them to operate in on sale general music venue at 2989 Mission Street.

There are zero letters of protest, zero letters of support.

They are located in plot 461, which is considered a high crime area.

They are in census track 209.00, which is considered a high concentration area.

Mission station has no opposition.

AOU recommendations, approval with the following conditions.

Except as provided in condition two below, no noise shall be audible beyond the area under the control of the licensee.

Any noise caused by entertainment or amplified sound that is subject to the provisions of an act, an active entertainment permit issued by the San Francisco Entertainment Commission shall be authorized in accordance with the limits established by that entertainment permit, including in any limitation on hours during which entertainment or amplified sound is permitted.

A violation of the entertainment or amplified sound noise condition of the entertainment permit as determined by the San Francisco Entertainment Commission shall be deemed to be a violation of this condition.

Any noise that is subject to or is beyond the scope of the entertainment permit shall be subject to condition one above.

Entertainment permit means any of the following: a just add music permit, a limited live performance permit, a place of entertainment permit, a fixed place to amplified sound permit, or any similar such permit issued by the San Francisco Entertainment Commission.

Petitioner number three.

Number four, the petitioner shall be responsible for maintaining free of litter the area adjacent to the premise over which they have control as depicted on ABC Form 257.

Um I have heard only great things about Endgames Improv, and I'm uh told that they have really forged a strong sense of community and are very much rooted in the heart of the mission district.

Um I know Supervisor Fielder supports this liquor license application.

Um I look forward to supporting it as it moves forward so this organization can continue thriving and contributing to the uh to the vibrancy of the mission neighborhood and to our city.

Um I understand there are representatives from the applicants present.

There is no um obligation to speak, but we generally like to invite applicants if to say a few words if you'd like.

You can approach the lecture.

Um thank you to the this uh committee on public safety and neighborhood services.

Uh as entertainers, we've been to a few of these with the entertainment commission and whatnot, so we will never miss an opportunity to be in front of a microphone.

Although we do pride ourselves on these being one of the most boring things we do, and they're usually without drama, although we like drama on the stage.

Umgames was founded back in 2010, and uh I'm just a co-owner now, but I was not a founder back then.

Our services consist of uh providing classes uh for local artists who are learning uh some form of comedy, whether it's improv, stand-up, sketch, as well as trying to put on as many shows as we can for them, because that's the hard part is having shows for um new new talent and folks who are working on their craft.

So in 2014, we started saying, hey, we got to make permanent places for theater in this city.

Uh we are now in the mission.

We love that uh neighborhood.

We're we're happy to be there.

We've been there uh since about 2014 once we started digging in and saying, you know, we want to not be one of the the theaters that we have heard over the years that used to be Zelda's used to be places that have shut down.

Um, friends of ours that are are near and dear that we cry every time that those venues are shutting down.

Um we also um we also got our first liquor license because we have two locations uh about a year ago, and it has been greatly helpful, especially after the pandemic.

Um not that it would have uh the pandemic while hurt uh you know, artists and theaters are constantly going under and having struggles even without something like the pandemic.

But getting that first license has allowed us to have um audience members come in, support us, increase our revenue just about a by about 10%, which is you know enough to make the difference for an entity like ourselves.

Um but it also is allowed a lot of uh indie organizations or we call indie teams to rent from us to come in and do their show with us.

Um historically, when the type 90 was not around, um you you allow bars and establishments who have liquor licenses to control the arts in this city.

And we're very happy that this kind of allows the arts to control the the alcohol and you know, and and that supports the arts rather than just a bar owner.

Um this year we're actually in the middle of our second year of the festival, which is something we started last year purely because we got the first type 90.

This will allow us to make our festival next year even larger.

We have out-of-town talent coming through from LA, New York, and Chicago to uh make another festival for this city that the locals can look forward to every year.

So we also uh provide financial assistance, although that has not changed as we are we are always happy to support those who are not able to at this time financially provide themselves to go through our classes, but they can still take it.

Um thank you for for I mean the type 90 I know comes from the the state, but we thank you, and we hope um it sounds like this will hopefully be approved, and we thank you very much for that.

Hello, uh, my name is Grace, and I'm then a student of Endgames.

I first joined the community when I was still newer to the city, so I'm really grateful to Scott for creating such a welcoming community and um for his instruction as a teacher as improv really helped me improve my own confidence.

And uh I'm also just so inspired over the years seeing Scott's dedication to growing this organization.

Um yeah, he alluded to seeing fellow arts organizations losing uh their leases, and so I think smart uh Scott's been very smart about securing a permanent property for Endgames and in building it up really based on a shoestring budget and based on the help of many volunteers.

Um so yeah, I hope that uh Endgames continues to grow and thrive and um provide this affordable and accessible community center to San Franciscans.

They are in census track 0101.01, which is considered a high concentration area.

Central station has no opposition.

AOU recommendation, approval with the following conditions.

Number one, petitioners shall actively monitor the area under their control in an effort to prevent the loitering of persons or property adjacent to the licensed premise as depicted on ABC Forum 257.

Uh this grocery store will be in the heart of North Beach, which is in Supervisor Sauter's district.

Um Supervisor Sauter as we know serves on this committee, and I'd like to ask him if he'd like to say a few words.

Um very happy to be supporting this.

It's um as some of you know, this is the uh old safeway location, and the neighborhood was was really distraught when Safeway left, and so have been so appreciative to um to have grocery outlet coming into this space.

Um this is something I'm uh uh often asked about if I'm stopped in the neighborhood.

The first thing is, you know, how's your how's your baby doing?

And the second thing is when is grocery outlet opening?

Uh there is a lot of excitement.

It is very much needed in this neighborhood, um, particularly uh where we are there.

We have uh a lot of seniors that live right across the street, and this access is going to really improve their daily life.

So I'm very happy to be supporting this.

John Kevlin here on behalf of Grocery Outlet.

Uh, we're also very excited to be bringing a new grocery outlet store to the former Safeway space at the North Point Center at 350 Bay Street.

Uh as we all know, Grocery Outlet is a full service grocery store that sells products and prices uh at prices affordable to all income levels.

Uh its prices are up to 60% discounted from conventional store prices.

So this is this is a big deal.

Um this is a particularly important retail operation as the Safeway narrows its operations in the city.

Uh the store will create 25 to 35 jobs.

Um they'll offer a full range of alcohol products.

This license is being moved from just two blocks away at one Jefferson Street where CVS is closed down recently, so there's going to be no net increase in uh type 21 licenses in the neighborhood.

Uh construction should begin uh before the end of this year with a planned opening in quarter three of 2026.

So, Supervisor Souter, you've got that those specifics now.
