The San Francisco Public Utilities Commission (SFPUC) held a regular meeting on July 8, 2025, at 9:45 AM. The meeting began with a land acknowledgment recognizing the unceded territory of the Muwekma Ohlone Tribe. Commissioners present: President Stacy, Vice President Arce, Commissioner Jamdar, Commissioner Leveroni. Commissioner Thurlow was excused. The minutes of June 24, 2025, were approved unanimously (4-0) after a correction. The General Manager reported no items. The Commission then moved through the consent calendar and two regular calendar items.
Consent Calendar
The Commission approved the consent calendar (items 6a-6e) unanimously (4-0). Items included:
- 6a: Award Contract No. PRO.0288 (Electronic Bill Pay) to KUBRA Data Transfer, Ltd., not-to-exceed $2,000,000 over five years.
- 6b: Endorsement of Environmental Passive Integrated Conveyance Total Water Solution, Inc. as a sole source. Commissioner Leveroni noted the EPIC portion is $1.2 million of a $16.5 million total project.
- 6c: Increase of $800,000 to cost contingency for Contract No. WW-740 (Large Diameter Sewer Inspection).
- 6d: Award Job Order Contract No. JOC-110 (General Engineering Construction) for Hetch Hetchy in San Joaquin, Stanislaus, and Tuolumne counties.
- 6e: Award professional service Contract No. PRO.0316 (San Joaquin Pipeline Construction Management).
Discussion Items
Item 7: Memorandum of Agreement with City of Daly City Obi Nzewe, Groundwater Program Manager, presented a proposal to authorize the General Manager to execute a Memorandum of Agreement (MOA) with Daly City for the Lake Merced Water Level Restoration Project. The project has been under development since 2001. The Vista Grande drainage basin, owned and operated by Daly City on SFPUC land, currently lacks capacity, causing flooding in Daly City and along John Muir Drive in San Francisco. The project will divert stormwater to Lake Merced through a new collection box, debris screen, box culvert under John Muir Drive, two treatment wetlands, and an overflow inlet. Daly City will lead construction (estimated $128 million total), with SFPUC contributing $35 million to reimburse a portion of construction costs. Benefits include increased lake levels for non-potable emergency water supply, firefighting, groundwater recharge, and reconnection of the historic watershed. Construction is expected to start in August 2025 and finish by August 2030. Commissioner Leveroni asked whether the water enters any SFPUC treatment plants; Nzewe clarified it is purely stormwater and does not go to any treatment plants. The Commission approved the item unanimously (4-0).
Item 8: Site Remediation Close Out – 520 John Muir Drive The same presenter (Obi Nzewe) requested authorization to close out Contract No. WD-2903 with Anvil Builders LLC for site remediation of the former Pacific Rod and Gun Club. The site operated from 1926 to 2014. Phase 1 (completed 2016) removed 88,000 tons of lead shot and polyaromatic hydrocarbon-laced clay pigeon material. Phase 2 involved demolishing remaining structures, abating asbestos and lead, excavating residual contamination, and restoring the site. The contract was $2.2 million, with notice to proceed in July 2024 and an original completion date of November 2024. Delays occurred due to encountering more contamination than anticipated, precise testing methodology, contractor delays, and discovery of a buried system. Work finished slightly under budget but exceeded duration by 137 days. The Commission approved increasing the contract duration by 137 days and authorizing final payment. Commissioner Leveroni inquired about the contractor, past cleanup of lead in Lake Merced (left undisturbed based on 2015 risk assessment), and future public use (SFPUC working with Recreation and Park). One skeet field (No. 4) was retained for historical reasons. The item passed unanimously (4-0).

The SFPUC also recognizes that every citizen residing within the Greater Bay Area has and continues to benefit from the use and occupation of the Mawekma Alone tribe's aboriginal lands since before and after the San Francisco Public Utilities Commission's founding in 1932. It is vitally important that we not only recognize the history of the tribal lands on which we reside, but also we acknowledge and honor the fact that the Mawekma Allone people have established a working partnership with the SFPUC and are productive and flourishing members within the many greater San Francisco Bay Area communities today. Item three, approval of the minutes of June 24, 2025. Item 12 of the minutes were edited to read. President Stacy noted the triennial public health goal hearing currently scheduled for September and also requested that a hearing be scheduled for September or October 2025 for the alternative water supply program.
