San Francisco Board of Supervisors Rules Committee Meeting – March 20, 2023
The Rules Committee met on Monday, March 20, 2023, at 10:15 a.m. UTC. Chair Matt Dorsey led the meeting with Vice Chair Walton and Member Asha Safai; Committee Clerk Victor Young managed the agenda and public comment. The committee heard six items and unanimously forwarded recommendations to the full Board.
Discussion Items
Item 1 – Reentry Council Pretrial Services Seat (File 221245): An ordinance to add a Board-appointed seat to the Reentry Council for the agency administering pretrial services. Anna Herrera, on behalf of Supervisor Hillary Ronen, presented; David Moroff, CEO of SF Pretrial, described the agency's role and noted its caseload was about 1,800 clients, including 950 in certificate management. Victoria Westbrook said the Reentry Council has 24 members and that the idea was not formally voted on by the council, but no co-chair objected. The committee moved a positive recommendation.
Item 2 – Sugary Drinks Distributor Tax Advisory Committee Appointments (File 230289): The committee interviewed candidates for eight seats. Qualified applicants included incumbents Marna Armstead and Abby Cabrera, youth nominee Linda Yee, and others. Vice Chair Walton moved to appoint Chester Williams (seat 1), John Aisha Anna (seat 2), Marna Armstead (seat 3), Francis Abby Cabrera (seat 4), Jamie Schmidt (seat 5), Linda Yee (seat 6), Eva Holman (seat 15), and Laura Urban (seat 16). A residency waiver was approved for Chester Williams.
Item 3 – Food Security Task Force Appointments (File 230290): The committee interviewed Jade Kizon and Austin Dalmaso; Earl Campbell Barby was unable to attend. The committee moved to forward Dalmaso (seat 12), Campbell Barby (seat 13), and Kizon (seat 15), with a residency waiver for Kizon.
Item 4 – Ethics Commission Appointment (File 230053): Commissioner Larry Bush was not present. A public commenter said Bush was the only applicant and urged approval, but the committee unanimously continued the appointment to the call of the chair.
Item 5 – Public Works Commission Appointment (File 230126): Gerald Turner presented his background, including nearly 20 years of public service and a 141-unit permanent supportive housing project at Mission Bay. Lauren Post, Public Works Commission chair, said the commission needed his real estate development expertise on a $4 billion capital portfolio. The committee moved to appoint Turner to seat 1.
Item 6 – Enhanced Infrastructure Financing District Public Financing Authority No. 1 (File 230160): Lee Lutanski (OEWD) and Anna Vandegna (Controller's Office) presented the Power Station EIFD. The 29-acre former Potrero Power Station site is entitled for mixed-use development with 30% affordable housing, but is at risk of stopping due to financial conditions. The EIFD would use incremental property tax revenue, capped at 50% of annual tax increment, with total district debt payments limited to 5% of annual property tax revenue. Vice Chair Walton offered an amendment adding that the Controller's Office provide administrative and clerical support unless reassigned in the annual budget. The committee forwarded the amended ordinance to the full Board.
Public Comments & Testimony

- Item 2: Blake Young, co-chair of Shape Up San Francisco’s coalition, urged the committee to consider diversity and intersectionality so appointees can meaningfully represent communities disproportionately affected by sugary drinks; he recommended reappointing current members and noted the 16-member committee spends over 900 hours annually.
- Item 3: West Saver, Glide Senior Policy Manager, praised Campbell Barby and also supported Jade Kizon and Austin Dalmaso, describing all three as exemplary.
- Item 4: Two callers supported Larry Bush; one objected to the continuance and recommended immediate approval.
- Item 5: Lauren Post, Public Works Commission chair, strongly supported Gerald Turner; a public caller also supported forwarding his nomination.
- Item 6: One commenter asked what community benefits the Power Station project would provide. Another commenter criticized the EIFD as not vetted with the community, raised environmental contamination and abatement concerns, and asserted that only one or two entities would benefit while developers operate as they please.

And I am joined today by my colleagues, Vice Chair Shimon Walton and Committee Member Asha Safai. On behalf of my colleagues, I want to express our gratitude to our committee clerk, Mr. Victor Young. Thanks also to the team at SFGov TV for facilitating and broadcasting today's meeting in particular. Mr. Jason Goldammer. Mr. Clerk, do you have any announcements? Yes, the Board of Supervisors and this committee are now convening hybrid meetings that allow in-person attendance and public comment while still providing a remote access and public comment via telephone. The board recognizes that equitable public access is essential and will be taking public comment as follows. First public comment will be taken on each item on this agenda.
