Good morning, everyone, and welcome to the Monday, June 5th, 2023 meeting of the Rules Committee of the San Francisco Board of Supervisors.

I am Supervisor Matt Dorsey, chair of this committee, and I am joined today by my colleagues, Vice Chair Shaman Walton, and shortly with by committee member Asha Safai.

On behalf of my colleagues, I want to express our gratitude to our committee clerk, Mr.

Victor Young.

Clerk, do you have any announcements?

Yes, the Board of Supervisors and its committees are now convening hybrid meetings that allow in-person attendance and public comment while still providing remote access and public comment via telephone.

Public comment will take we'll be taking on each item on this agenda.

Those attending in person will be allowed to speak first, and then we'll take those who are waiting on the telephone line.

The public comment call in number is streaming across the screen.

When connected, you'll hear the meeting discussions, but you'll be muted and listening mode only.

When your item of interest comes up, the public and public comment is called.

Those joining us in person should line up to speak.

And those on the telephone should dial star three to be added to the speaker line.

If you are on if you are using the telephone, please remember to turn down your television and all the listening devices that you may be using.

Alternatively, you may submit public comment in writing either the following ways.

You just bring up your mic to the morning, Supervisor Dorsey and Supervisor Walton.

I would like to thank you for considering me for seat six member of the Children and First the Children and Families First Commission.

I've been part of the early childhood community for over 20 years in various capacities.

First as a teacher and director of child development centers in San Francisco and other parts of the Bay Area.

And currently I manage the San Francisco ECE program at the Low Income Investment Fund, a national CDFI based in San Francisco, whose primary focus is early childhood and access to high quality learning environments.

I've been chair of CPAC for the past three years and a member for longer.

I have been humbled serving San Francisco's ECE community for the past two decades.

And it would be an honor to serve on the first five commission to further work towards the city's goals to ensure that every child can thrive and learn in high quality learning programs.

I really appreciate your willingness to serve.

You know, I was for a short time last year served on the youth young adults and families commission.

And one thing that was revelatory to me was as the rest of us move beyond COVID.

You know, we're gonna it was it was fascinating to me that there's children who are going to be dealing with the effects of that um you know during formative periods of their lives.

I'd love to invite you to just explore your thoughts on on that and how the this commission might be helpful in that regard.

Yeah, I mean, while the um public school systems were closed, our child care community remained open, and we're of course taking all children if if parents were wanting to bring them in.

It is.

I mean, it was hard.

The first few weeks there were children that were doing online learning from two to four years old, which is really difficult.

I think now that we are back, um, and we are pretty close to full capacity in our centers and family childcares in San Francisco.

Um, we're really noticing that.
