Good morning, everyone, and welcome to the Monday, June 12th, 2023 meeting of the Rules Committee of the San Francisco Board of Supervisors.

I'm Supervisor Matt Dorsey, Chair of this committee, and I'm joined today by my colleague, Vice Chair Shimon Walton, and shortly by uh committee member Asha Safai.

On behalf of my colleagues, I want to express our appreciation to our committee clerk, Mr.

Victor Young.

Uh thanks also to the team at SFGov TV for facilitating and broadcasting today's meeting.

Clerk, do you have any announcements?

Yes, the Board of Supervisors and his committee are now convening hybrid meetings that allow in-person attendance and public comment while still providing remote access and public comment via telephone.

Public comment will be taken on each item on this agenda.

Those attending in-person will be allowed to speak first, and then we will take those who are awaiting on the telephone line to public comment call in numbers streaming across the screen.

When connected, you will hear the meeting discussion, but you'll be muted and in listening mode only.

When your item of interest comes up and public comment is called, those joining us in person should line up to speak.

And those on the telephone should dial star three to be added to the speaker line.

If you are on the telephone, please remember to turn down your TV and all other listening devices you may be using.

Alternatively, you may submit public comment in writing in either of the following ways.

Item number two is a motion to approving or rejecting President Peskin's nomination for the appointment of Catherine Dumani, term ending June 6, 2025 to the enhanced infrastructure finances district.

Public financing authority number one.

Item number three is a motion approving or rejecting President Aaron Peskin's nomination for the appointment of Keith Goldstein, term ending June 6, 2027 to the enhanced infrastructure financing district, public financing authority number one.

Item number four is a motion approving or rejecting the appointment of Supervisor Aaron Peskin as an alternate to seats number one, two, and three, term ending June 6, 2027 to the enhanced infrastructure financing district, public financing authority number one.

Before I provide some background on the newly created body, I want to thank uh Lee Lutenski from OEWD for her work on this and from the controller's office, Anna Vandegna and Ted Conrad.

Um the power station is an exciting project.

I am very proud to support.

I actually have a long history with the uh Petrero Power Plant in the City Attorney's Office going back to the early 2000s when it was run by Morant, and there was a lot of about uh issues involving um moving on from this.

So it's exciting to sit here today in this this project uh as this project moves forward.

I want to really express my gratitude to um Supervisor Walton, the vice chair for his leadership in supporting this project, which is in his district.

Um, for some background on these appointments, uh the Petrero Power Station project is a mixed-use waterfront development, including about 2600 residential unit units, about 30 percent of which are affordable.

Uh includes commercial uses like office retail research and development facilities, community facilities, and seven acres of green space.

In April 2023, the Board of Supervisors adopted a resolution declaring its intention to establish the San Francisco Enhanced Infrastructure Financing District No.

It is an EIFD to finance public capital facilities and projects related to the power the Petrero Power Station project.

Additionally, in April 2023, the Board passed an ordinance establishing the San Francisco Enhanced Infrastructure Financing District Public Financing Authority No.

To serve as the governing body of the EIFD.

The ordinance defined the membership and appointment process for PFA.

Seats one through three of the PFA shall be held by members of the Board of Supervisors appointed by the President of the Board of Supervisors.

President Peskin has appointed Supervisors Chan, Melgar, and Walton to serve in these seats.

No further action is required for those appointments.

Seats four and five shall each be a member of the public nominated by the president of the board of supervisors and appointed by the board of supervisors.

The President Peskin has nominated Keith Goldstein and Catherine Dumani to seats four and five.

These appointments are being considered by the rules committee on June 12th, 2023 today.

For seat four, a member of the public, uh President Pes for President Peskin has nominated Catherine Dumani.
