Chair Walton expressed concern about approving a chemical weapon while an investigation into a training incident in San Mateo County that affected nearby schoolchildren is still ongoing, with an unclear timeline. He stated he would prefer to either continue the item or separate the chemical weapon from the request. He moved to forward the item to the full Board of Supervisors without recommendation. The motion passed unanimously (3-0).
Campaign and Governmental Conduct Code – Form 700 Filing Requirements (Item 2)
President Mandelman explained that this is a routine biennial update required by the Political Reform Act. Deputy City Attorney Brad Russian presented minor substantive amendments: adding the commission streamlining task force (approved via Prop E), adding and deleting assessor-recorder filers, and adding San Francisco Unified School District filers. The committee adopted the amendments unanimously and then voted to continue the amended item to the next Rules Committee meeting on February 10, 2025. Both motions passed unanimously (3-0).
Administrative Code – Amended Airport Surveillance Technology Policy (Item 3)
Guy Clark, IT Cybersecurity Compliance Manager at the San Francisco Airport, presented an amended policy that combines the existing automated license plate reader (ALPR) and ground transportation management system policy with the new parking assist/parking guidance system. The parking assist system uses cameras to guide drivers to available spaces and help them locate their vehicles via license plate lookup, but does not retain license plate data. The committee voted to recommend the ordinance to the full Board of Supervisors with a positive recommendation. The motion passed unanimously (3-0).
Appointments to Regional and Local Bodies (Items 4-11)
The committee called all eight appointments together: Item 4 – Supervisor Bilal Mahmood to Bay Area Air Quality Management District; Item 5 – Supervisor Connie Chan to Bay Conservation and Development Commission (BCDC); Item 6 – Supervisor Matt Dorsey as alternate to BCDC; Item 7 – Supervisor Danny Sauter to Golden Gate Bridge, Highway and Transportation District; Item 8 – Supervisor Connie Chan to Free City College Oversight Committee; Item 9 – Supervisor Myrna Melgar to Metropolitan Transportation Commission; Item 10 – Supervisor Matt Dorsey to Reentry Council; Item 11 – Supervisor Matt Dorsey to Association of Bay Area Government Executive Board. After public comment, the committee voted to recommend all appointments to the full Board of Supervisors. The motion passed unanimously (3-0).

I'm joined by committee members, Vice Chair, Supervisor Sherrow, as well as President Mandelman. Our clerk today is Victor Young, and I would like to thank Seuss Inos from SFGov TV for broadcasting this meeting and making sure the public has the opportunity to see the work happen. Item number one is a resolution accepting the San Francisco Sheriff's Military Equipment Use Policy 2024 annual report and inventory and approving the request for purchase and use of additional equipment consistent with the carter set forth in state law. Thank you so much. We do have Sheriff Miyamoto here. I'm not sure if he wishes to speak on this item. I don't see my colleagues on the roster. So with that, we can go to public comment. I do just want to say I really truly have an issue with trying to approve a chemical weapon when we still have an ongoing investigation of what happened during a training practice in San Mateo County where children at a nearby school were affected by the training usage of the weapons. And the timeline on the investigation is really not a hundred percent clear at this point. And also just wanting to know and understand whether or not we can remove this item from the request. Um from my standpoint, we we should continue this item until we have more information or more detail or separate uh the chemical weapons from this request. But I don't know what kind of support I do have for that. So I would move this forward without recommendation uh to the full board. President Mandelman. Um thank you, uh Chair Walton.
