San Francisco Rules Committee Meeting - February 10, 2025
The Rules Committee of the San Francisco Board of Supervisors met on February 10, 2025, at 10:00 AM PST to consider several appointments and an ordinance amendment. The meeting was chaired by Supervisor Walton, joined by Vice Chair Sherrill and President Mandelman.
Item 1: Campaign and Governmental Conduct Code - Form 700 Filing Requirements
- President Mandelman requested a continuance due to additional meet-and-confer work. The committee voted unanimously to continue the item to the call of the chair. No public comment was offered.
Item 2: Sunshine Ordinance Task Force Appointment
- Public Comment: Multiple speakers opposed the nomination of Cynthia Dye, citing her actions on the Elections Commission and during the 2022 redistricting process. Speakers described her as creating division and overstepping authority. No speakers supported her.
- Discussion: President Mandelman expressed concerns about the costs of sunshine compliance and wanted more time to discuss the applicant's past and the task force's direction. Chair Walton noted that the previous redistricting process was flawed but agreed to continue the item.

Item 3: Golden Gate Bridge, Highway and Transportation District Board Appointments
- Four seats were to be filled from five applicants. Candidates Bert Hill, Gregory Hardeman, Liam Devlin, and Sabrina Hernandez (incumbent) presented brief statements. Lynn Newhouse Siegel withdrew.
- Public Comment: Speakers including Rudy Gonzalez (Building Trades) and Lorna Chang Hill supported the candidates, emphasizing experience and commitment.
- Key Outcome: Motion to appoint Hernandez (Seat 1), Hill (Seat 2), Devlin (Seat 3), and Hardeman (Seat 4) passed unanimously.
Item 4: Mayoral Appointment to Police Commission - W. E. Wilson Leung
- Applicant Statement: Mr. Leung, a former federal prosecutor and San Francisco native, emphasized his commitment to public safety, accountability, and community bridging.

I am joined by Supervisor Sherrow and soon to be joined by President Mandelman. Our clerk is Victor Young, and today we have James Kawana with SFGov TV, who will make sure that this meeting is televised and available for the public. Mr. Clerk, do we have any announcements? Uh yes. Public comment will be taken on each item on this agenda when your item of interest comes up and public comment is called. Please line up to speak. Form 700 filing requirements by adding, deleting, and changing titles of certain designated officials and employees to reflect organization and staffing changes, and by refining disclosure requirements for certain designated officials and employees.
