This joint meeting of the City of San José's Rules and Open Government Committee and Committee of the Whole convened on June 4, 2025, at 2:00 PM to review the final agenda for the June 10, 2025 City Council meeting, review the draft agenda for June 17, 2025, and act on consent calendar items. The committee addressed scheduling conflicts, public requests, and operational logistics for the upcoming council meetings.
To call today's meeting of the rules and open government committee to order at two o'clock. Let's start with roll call, please. Candelas. Here. Absent foli? Here. Can we absent Cohen? Here. We have Quorum. Thank you. Um, first item is to review the agenda for Tuesday, June 10th, council meeting. We start with 9 30 close session, a regular session called for 11 a.m. with an evening session at 6 o'clock. And consent starts on page five. And continues on pages 6, 7, 8, 9, 10, page 11, page 12, page 13, page 14, page 15, page 16, and continues on page 17. All right. So now we have some proposed renumberings of items 3.3, 3. Well, and I guess they're re-listed later in the agenda, right? So they're not listed yet. Oh, they are listed separately. So we're number we're starting with item of 3.5, which will be the first item in section three, the uh taxes at multifamily housing revenue notes. Um 3.7 is the proposed changes to the measure E allocation along with 3.8 the June budget message to those two to be heard concurrently and not before 1 30 p.m. 3.9 fees and charges also not to be heard before 1 30 p.m. And then we have the items that were renumbered 3.10 amendments to the municipal code, 3.11 code of conduct for encampments, 3.12 pay for performance. And then I guess two items that are being moved to consent. 5.1 and 5.2. We have our redevelopment successor agency public hearing. That one is will be heard immediately after consent. And then we have three items of land use that are noticed to not uh the first one land use consent has one item noticed to be heard not before 1 30, but um items 10.2 and 10.3 on regular land use consent to be heard not before 6 p.m. in the evening session. All right, let's start with public comment before we Lindy, please go ahead and make your way to the podium. You have two minutes to speak. Good afternoon, everyone. I'm Lindy Hayes. I'm with concerned Corey neighbors. I think you might have heard of us by now. Maybe you got a few messages. I'm here to request that the matter of 826 North Winchester on the June 10th, 6 o'clock PM calendar, be moved to the first slot. The reason I'm asking this is we have a large number of seniors, we have a large number of school-age children. We have a large number of working age parents that plan on coming. It's of great interest to the neighborhood. Two of our volunteers have had in doubt a total of 550 flyers. One of our volunteers is handing out her own flyer, offering free cupcakes to any child under the age of 18 who comes and watches democracy in action. I cannot ask everyone to wait until 10 or 11 o'clock, and that is why I'm making the request that we be first. We have seniors, we have children, we have working age parents.
