Discussion Breakdown
Summary
Joint Committee Meeting Reviewing October 21st Agenda on October 8, 2025
The joint meeting of the Rules and Open Government Committee and the Committee of the Whole convened on October 8, 2025, primarily to review the draft agenda for the October 21st session and handle consent calendar items. Public comments addressed procedural concerns and accessibility issues.
Consent Calendar
- The consent calendar included the public record and an update to the neighborhood services and education work plan. A public commenter expressed concern about the public record being part of the consent calendar rather than a separate agenda item.
Public Comments & Testimony
- Brian, a member of the public, requested that the public record be moved out of the consent calendar to allow for more discussion and a sense of being heard. He advocated for reinstating call-in options for public participation, citing barriers for elderly, disabled, or those with chronic issues, and argued that removal due to bad actors should not prevent legitimate participation. He also suggested that appeals and public records requests should be accessible online.
Key Outcomes
- The committee approved the draft agenda for October 21st with the cancellation of the evening session. The consent calendar was approved with a vote of 4-0. The meeting was adjourned.
Meeting Transcript
Okay. It is two o'clock. Welcome to the joint meeting of the rules and open government committee and the committee of the whole. As a reminder, we expect all attending to follow the code of conduct located in the agenda. Failure to comply to this code of conduct and behavior which will disturb, disrupt, impede the orderly conduct of the meeting may result in removal from the meeting. With that, I will ask for a roll call. Candelas. Here. One. Foley. Here. Thank you very much. Moving on to, let's see here. We're canceling. We have the October 14th meeting, which has been canceled. And then before we get to the draft October 21st agenda, I just want the public to know that item C1 has been dropped. And just in case anyone wanted to know about that item. So we'll go back to item number two, review DAF agenda for October 21st. And we have an earlier start, it's going to be is that the earlier start one? No, it's not. That's not it. Okay. So we start a closed session at 9 30. 1 30 regular session. The 6 o'clock session is recommended cancellation. And then we have ceremonials, consent starting on page 4, going on to 5, 6, 7, ending on page 8, strategic support starting on 8th. And we also have 5.2 on page 11. We don't have anything in environment and utility services, nothing in neighborhood services. Item 8.1 on page 11, community economic development. Going over to page 12 as well. And land use items starting on 12 going on to 13 for land use consent to be heard immediately after consent. Going and uh continuing on to page 14. And then we have open forum and adjournment. Is there any public comment? No public comment. Move approval with the cancellation of the evening session. Thank you very much. Seeing no hands, let's vote. Motion passes. Thank you very much. Moving on to the consent calendar. We have public record. And we have uh item number two, uh update uh of the neighborhood services and education work plan. Is there any public comment? Yes, Brian, please go ahead and make your way to the podium. Thank you. I just like to request when I first started coming here, the um public record was a separate agenda item and it wasn't part of the consent calendar. And here at rules you had a little more of an quote unquote intimate um discussion, and it led to some good discussions. It also led to people having a sense of being heard because sometimes when you do generate things on the public record, it seems like it's a note and file, and I know what that means. If I had it explained to me, but when we take the time to come down here, um it would be a personal use, it would be like we be able to say this is on the public record, and the consent calendar is a separate item.
