Rules Committee Meeting Summary (2026-02-11)

The committee convened, confirmed quorum, reviewed the upcoming February 24 agenda layout and major items, discussed whether to set a “time certain” for a forthcoming agenda item to accommodate partner input, approved the current meeting agenda and consent items unanimously, and received an update confirming staff capacity/workplan alignment for an exploration of a scaled development fee framework. The meeting adjourned at 2:05 p.m.

Discussion Items

  • Review of February 24 agenda (preview): Committee reviewed the February 24 schedule (9:30 closed session; 1:30 regular session) and highlighted items including annual labor negotiations summary, a public hearing on vacancies/recruitment/retention, affordable housing funding agreements and grants, business improvement districts (Alameda and Story Road), senior affordable housing developments (St. John Street; Santa Clara Street/Trillium), a lower income voucher and equity program, and two land use appeals.
  • Request for a “time certain” for item 3.3 (February 24 agenda):
    • A council member relayed that partners wanted to provide input and sought a time certain so they could participate.
    • Committee discussion noted uncertainty because the agenda was expected to be short, and a time certain could create a long break if the meeting finishes early.
    • The Vice Mayor suggested an alternative: place the item at the end of the agenda via orders of the day rather than setting a fixed time.
    • Staff indicated they were unaware of a legal requirement on timing beyond an annual requirement and agreed to check and report back.
    • Decision on timing was tabled for further discussion at the next meeting.
  • Multi-signer memo / exploration of scaled development fee framework: Staff confirmed the workload analysis was “greenlit,” the work was already on the staff work plan, and it did not need to go to full council to proceed.

Consent Calendar

  • Approved the meeting agenda 5-0.
  • Approved two consent items 5-0.

Key Outcomes

  • Agenda approved 5-0.
  • Consent calendar approved 5-0.
  • Confirmed staff is proceeding with the scaled development fee framework exploration (no full council action required).
  • “Time certain” request for February 24 item 3.3 was deferred for reconsideration; staff to check whether any timing requirements apply and report back.

Meeting Transcript

Thank you. Here. Foley? Here. Kamei? Here. Cohen? Here. We have a quorum. Thank you. There is no council meeting next week, so we will have our first review of the February 24th agenda, which has a 9.30 closed session, 1.30 regular session, and consent starts on page 4, continues on pages 5 and 6. In section 3, we have our annual summary of upcoming labor negotiations, Public hearing on the status of city's vacancies and recruitment and retention efforts. Section 5, funding agreement for affirmed housing for around eight affordable housing and sustainable grant funds. Section 8, the Alameda Business Improvement District. Establishment of Story Road Business Improvement District. Santa Clara Senior Affordable Housing Development on St. John Street. Trillium Senior Apartments on Santa Clara Street, Lower Income Voucher and Equity Program, and we have two appeals in land use. Any public comment? No public comment. Okay. Back to the committee. I think there was a request for a time certain on one of the items. Is that right? I know you are, Council Member, you're here to ask for that? Yes, that's part of it, correct. Okay, well, we're on this item now, so. All right. Did you want to ask me? I was going to be one minute that I said on my staff, asked you for this earlier. Yeah, I mean, that's fine. I mean, I think I heard a request. I guess I'm going to ask you a question about the request. You want item 3.3 to be at a time certain. Do you have a specific time in mind when you want it not to be heard before? I just think at a time, how long do you think that means it's going to be? That's the thing is it's really short. That's why it's hard to know what time time certain could be. Most of these items are pretty quick, so that's why I don't know what the right time certain is, and that's why I was asking a few. What do we think of the time the meeting will be over? I mean, other than the two land use appeals could take a little time,
