Okay, it's two o'clock. So we're going to call today's meeting of rules and open government committee to order. Candelas. Here. Duan absent foley. Come absent and cohen. Here we have a quorum. Thank you. We will start today's meeting by reviewing the agenda for Tuesday, June 9th. It has a 9 30 closed session and 1 30 regular session. And consent starts on page 5. And continues on pages 6 and 7. Section 3.3. We have a mayor's June budget message. And 3.4 is the approval of operating capital budgets. And then in section 6.1 we have security system upgrade for the regional wastewater facility. Do we have any public comment? No public comment. Okay. Back to the committee. Chairman, I would ask if we can move up item 6.1 to before the uh deliberations on the budget and right after consent. That way we can hear that item first and then get into the budget uh discussions and not have to worry about um, you know, a keeping staff here longer than they need to, and b um so we can be uh fully focused on the budget and not have to come back. Come back to it. So go ahead and make a motion to move the agenda with that uh with that order. Definitely, and then there's also an ad sheet uh uh that uh for 3.3 on the item is there a reason why we need the ad sheet, uh Leland. Councilmember Candelas, uh the rules committee and council would need to approve a sunshine waiver since it was posted outside the the 10-day window, okay. So because it wasn't posted on Friday. Because it wasn't posted Friday, and it posted uh Monday, okay. Um it fell outside that window. So rules committee wouldn't need to actually rules committee is putting it forward the the waivers approved by rules or the full council, Kevin. Uh Kevin Fisher, assistant city attorney. Thank you, and we are on to um review of the agenda for Tuesday, June 16th. With a with a 9 30 closed session, 1 30 regular session and recommended cancellation of the evening session and consent starts on page five, and continues on pages six, seven, eight, nine, ten, eleven, twelve, thirteen, fourteen, fifteen, sixteen, and seventeen. We have uh the approval of budget action items that will be heard before consent, as well as item 3.4, the annual appropriation ordinance also to be heard before consent. Also in section three, we have the terms and agreement with SJPDA, we have we have AM the terms and agreement for with uh ABMEI and one for ALP, and then compensation and benefit changes for unit 99 and other unrepresented employees, section eight public hearing on the Alamrock Santa Clara Street Business Improvement District, public hearing on the downtown business improvement district, public hearing on Japan Town Business District, the Alameda Count um business district, and section eight five, actions related to grant agreements for multiple interim housing sites, and one item on land use consent.
