Hello, everybody.

Welcome to the Historic Landmarks Commission meeting.

Following roll call during summary hearing procedure, we will review how the public may provide comment during today's session.

The procedure for this hearing is as follows.

After the staff report, applicants and appellants may make a five-minute presentation.

If you wish to speak on an item, complete a card and place it in the speaker card box box or bring it to HFO HPO Peak Edwards.

When I receive your speaker card, I will call you forward.

Each speaker will be given up to two minutes for public testimony, and speakers will using a translator will have up to four minutes.

At the discretion of the chair, the time allotted to each speaker may be changed depending on the number of items on the agenda, speaker, number of speakers, and other factors.

Speakers using a translator will have double the time allotted.

After the public testimony, the applicant may make closing remarks for up to an additional five minutes.

Commissioners may ask questions of the speakers.

Response to commissioner questions will not reduce the speaker's time allowance.

The public hearing will then be closed, and the historic landmarks commission will take action on the item.

The commission may request staff to respond to this public testimony, ask staff questions and discuss the item.

And if a commissioner would like a topic to be addressed under one of the good and welfare items, please contact planning staff in advance of the commission meeting.

All public records relating to an open session item on this agenda, which are not exempt from disclosure pursuant to the California Public Records Act that are distributed to a majority of the legislative body will be available for public email by emailing planning support staff at San Jose CA.gov at the same time that the public records are distributed or made available to the legislative body.

Before we begin, I want to remind the Historic Landmarks Commission members and members of the public to follow our code of conduct at meetings.

This includes commenting on the specific agenda item only and addressing the full body.

Public speakers will not engage in a conversation with the commissioners or staff.

All members of the Historic Landmarks Commission, staff and the public are expected to refrain from abusive language, repeated failure to comply with the code of conduct, which will disturb, disrupt, or impede the orderly conduct of this meeting, may result in removal from the meeting.

The meeting, this meeting of the Historic Landmarks Commission will now come to order.

Before we get into the official numbered agenda, uh, we do have an adjournment recognition.

This meeting will be adjourned in memory of Paul Baim, who passed away after a battle with cancer on June 6, 2026, at the age of 70.

A Santa Clara Valley resident since elementary school, Paul was a dedicated San Jose educator, historian, and civic advocate.

After retiring from his teaching career, he transitioned to educating the community about Santa Clara Valley history.

He regularly taught adult education classes on the topic and contributed historical articles for the Campbell Express and the California Pioneers of Santa Clara County.

Paul was an active member of the San Jose Historic Landmarks Commission for seven years, serving during that time as both chair and vice chair.

He was an outspoken advocate for historic preservation and an exceptional person with a contagious love for history in San Jose.

Paul will be remembered for his boundless curiosity and his unwavering kindness.

His signature warmth and enthusiasm will be greatly missed by his colleagues and the Historic Landmarks Commission.

And we also have a recognition tonight for Harriet Arnold for her service to the City of San Jose Landmarks Commission.

Nice to see you there on the other side.

So I'm sure you like you like to be on that side, maybe for a little while.

So I'll read this and then if you want to come up and accept it.

Be it resolved by the City of San Jose Department of Planning, Building, and Code Enforcement, whereas Harriet Arnold has served as a committed member of the San Jose Historic Landmarks Commission for nine years from August 2017 to June 2026, helping to advance the mission of preserving the places that tell San Jose San Jose's story.

And whereas, with undergraduate and postgraduate degrees in social welfare, psychology, reading, and curriculum and instruction, Ms.

Arnold brought to the commission an interdisciplinary background centered on people, learning, communication, and community engagement.

And whereas her longstanding interest in history and preservation is further demonstrated through her volunteer volunteer service with the Collections Committee of History of San Jose, the Preservation Action Council of San Jose, and the Antioch Baptist Church Historical and Archival Committee, where her efforts contributed to the city landmark designation of Antioch Baptist Church.

And whereas Ms.

Arnold's interdisciplinary perspective enriched the commission's review of historic preservation permits, city landmark nominations, Mills Act Historic Property Contracts, and the continued development of the city's historic resources inventory.

Through her thoughtful consideration of these matters, she supported the commission's role in advising the city, advising the city on preservation of San Jose's historic places.

And now, therefore, be it resolved that the City of San Jose proudly recognizes Harriet Arnold for her dedication and service on the Historic Landmarks Commission.

Her time, knowledge, and professionalism devoted to the preservation of San Jose's historic and cultural heritage are sincerely appreciated by her fellow commissioners, city staff, and the preservation community.

I started the journey for those of you other than Dana who know this story.

I started the historical landmarks journey many years ago because my church, when it became a historical landmark, I had no clue.

I didn't have gray hair.
