0:49

Members of the public will have two minutes to share their comments.

0:53

At this point in time, we will move on to item number two, which is public comment and this public comment on items that are not on our agenda.

0:59

Do we have anyone from the public who wishes to address this committee on items not on our agenda?

1:05

Okay, with that being with that being said, we will proceed to item number three, which is a discussion of golf course operations and strategic capital planning.

1:14

Our update is from Recreation and Parks Director.

1:18

So we got afternoon.

1:27

Today we're going to be presenting an update on golf operations and strategic capital planning.

1:35

So where we stand, a record year, paving its own way.

1:41

So this year was the best year in club's history as far as total revenue as well as net revenue.

1:49

We this golf course between the 18 and 9 hole course brought in 6.3 million in revenue, and that was up from uh roughly about 13% over the previous fiscal year.

2:03

We had 121,000 rounds played this year, and again general subsidy, zero dollars of general subsidy.

2:12

So its funds are an upkeep are covered through our revenue.

2:18

I did want to share that although revenue was up, uh the net revenue was also up.

2:25

So the net revenue uh was 1.6 million, and by net revenue I mean all expenses covered, so net revenue uh to the city.

2:40

Next slide, please.

2:42

So the city is firmly in the driver's seat.

2:45

Uh Monarch Bay is city owned, it's a city asset and city directed.

2:50

The city owns the property, the land, the building, and the course, assess the strategic priorities and direction, it directs the capital program and approves every project, retains net income, and decides how to reinvest that net income.

3:07

American Golf Corporation operates day-to-day golf maintenance and concessions.

3:13

And they work under a fee for service agreement, so management agreement, and that management agreement is uh currently uh the current agreement is through 2029.

3:26

AGC or American Golf Corporation reports to and coordinates weekly with city staff, specifically the recreation and parks department.

3:37

So the direction we're moving here at uh the Monarch Bay Golf Club is is on four fronts, and they're all moving at once.

3:44

We're focusing on golf experience, clubhouse and hospitality, driving range and amenities, and the fourth is community and destination.

3:54

So signature events, enhanced dining, improved course conditions, and really working on a premier golf experience.

4:03

So let's talk about the golf experience.

4:05

This is this the plain surface, this is what we get judged on by golfers.

4:11

So we've renovated uh all of our teas, so 18 T boxes uh were rebuilt.

4:18

Phase two is is near completion.

4:20

Um, and these tea boxes uh were rebuilt after 25 years.

4:25

Generally, the useful life cycle is about 20, so they were long overdue.

4:30

And again, this is the first shot in every hall where we're golfers notice the conditions of the golf course.

4:37

And all of them were laser leveled, and we saw to really be able to absorb and take uh heavy traffic.

4:45

Continuing with the golf experience, uh, we rebuilt the bunkers and we have healthier turf.

4:50

So Tony Lima's fairway bunkers plus 19 at the marina course were all redone in drainage, cleaned out the sand, replaced the sand.

5:00

We're also working with our water plant to update our recycling water pump replacement, which is underway now.

5:06

We had a lot of issues with it in the past couple years of it shutting down, which has raised our utility costs.

5:14

A majority of the golf courses run on recycled water.

5:18

And the bunkers, there's drainage installed, and so that they're able to be played after winter rain.

5:27

So continuing with the golf experience, the crew and equipment behind it.

5:31

We've added more people to the ground crew and really enhance our maintenance standards.

5:36

We have new equipment on a rolling cycle.

5:40

We have less downtime, better mowing quality, and it's just a sharper standard across the whole property.

5:46

We've really been working collaboratively with AGC to enhance and improve our maintenance standards for this golf course.

5:55

So the second thing I wanted to cover is the clubhouse and the hospitality.

5:59

If you look straight ahead, the building is now open to Marina Park, and the wall has came down.

San Leandro Facilities & Transportation Committee Meeting - September 25, 2026

Note: The meeting minutes and transcript indicate September 10, 2026, but the provided meeting date is September 25, 2026. This summary uses the specified date.

The Facilities & Transportation Committee of the San Leandro City Council met on September 25, 2026, to receive an informational update on Monarch Bay Golf Club operations and strategic capital planning. The presentation highlighted a record fiscal year, ongoing renovations, and plans to enhance the golf experience, clubhouse hospitality, driving range amenities, and community integration. Committee members discussed capital funding, resident access, and the need for long-term planning. Six members of the public provided comments, ranging from praise for improvements to calls for further investment and management changes. No formal votes were taken.

Public Comments & Testimony

  • Joe Stewart – Resident and regular golfer: Commended recent improvements but argued they represent only 40% of needed work. Cited a National Golf Foundation (NGF) study commissioned by the city showing declining customer satisfaction (2026: 7.6 vs. 2025: 7.7) and projected net revenue decline. Noted that American Golf Corporation (AGC) allowed deferred maintenance requiring $4–5 million in catch-up spending. Recommended the city seek a private partner willing to invest $5–7 million, calling AGC a "third-rate operator." Provided handouts to the committee.
  • Liz – Member of Marina Women's Group: Appreciated recent changes but asked about future event pricing and whether outside food (e.g., potlucks) would be allowed. Sought clarity on policies.
  • Josh Christian – Alameda resident: Praised the course's affordability and accessibility; noted he drives past two other courses to play at Monarch Bay. Hoped evening hours would extend as days shorten.
  • Thomas Chrysler – President, San Leandro Golf Club (135 members): Reported membership growth from 80 to 135 since AGC contract extension. Praised improvements, hospitality, and increased diversity (juniors, women, people of color). Emphasized the importance of both 9-hole and 18-hole play.
  • Barbara – Senior golfer: Thanked staff for accommodating seniors and women's groups; noted new members joining. Compared pricing favorably to other courses.
  • Unnamed male speaker – Member: Highlighted superior driving range conditions and increased tournament participation from outside clubs. Credited staff and the players club for improvements.

Discussion Items

  • Recreation and Parks Director presented an update: Record revenue of $6.3 million (up 13% from prior year), 121,000 rounds played, net revenue of $1.6 million (all expenses covered), and zero general fund subsidy. The city owns the property; American Golf Corp operates under a fee-for-service agreement through 2029. Four focus areas:
    • Golf Experience: Renovated all 18 tee boxes (first time in 25 years), rebuilt bunkers, installed drainage, replaced recycling water pump, added ground crew, new equipment on rolling cycle.
    • Clubhouse & Hospitality: Wall removed to open building to Marina Park; siding replaced (unchanged for 35 years); new executive chef (featured on "Dinner, Drivers, and Dash"); updated menu; new POS and CRM systems; banquet services resumed; interior remodel and outdoor patio planned.
    • Driving Range & Amenities: 100,000 annual visitors; generated $1.46 million revenue last fiscal year ($1.1M from players club). Food and beverage trailer in final design phase with county permitting underway.
    • Community & Destination: Hosted 250th celebration (80% of attendees were San Leandro residents who did not know they could access the venue); junior tournaments, mixers, seasonal programming; social media growth from 400 to 11,000 followers; collaborations with influencers.
  • Next 12 months: Open clubhouse to park, complete patio/interior design, bring food/drinks to range, finish renovation cycle (tees, bunkers, pump), and present a 10-year capital plan to the committee.
  • Committee members posed questions:
    • Water usage: 90% recycled water; greens use potable water (regulatory requirement).
    • Players club monthly fee: $55/month (includes daily medium bucket and discounts).
    • Food delivery logistics: App ordering with notification and pickup; on-course delivery via cart with snacks and beverages.
    • Net revenue classification: Clarified as net operating revenue (does not account for depreciation or capital reserves).
    • 10-year capital plan: Will include lifecycle replacement and be developed with Public Works.
    • Coordination with local businesses: Working with Marina Inn on packages; exploring naming rights and sponsorships.
  • City Manager noted that event pricing and outside food policies are still under consideration.
  • Committee member comments:
    • Councilmember Boldt emphasized that the $1.6 million net revenue is not surplus; capital needs must be explicitly identified and funded. Stressed the importance of transparent capital planning.
    • Mayor González praised the transformation and the removal of the wall, but stressed balancing revenue generation with resident access. Expressed concern that a city-funded National Golf Foundation study had not been formally presented to the committee and requested that it be scheduled.

Key Outcomes

  • No formal votes or decisions taken; this was an informational item.
  • Staff to return to the committee with a 10-year capital expenditure plan developed in coordination with Public Works.
  • Committee members directed staff to ensure that capital reserves are explicitly identified and not treated as surplus for other city uses.
  • Mayor González noted the need for a future presentation on the National Golf Foundation study results.
  • The committee intends to institutionalize regular updates on major facilities and transportation projects.
