Speaker 1

1:09

Thank you, Chair Miller.

1:11

Yes, I have uh one item that I'd like to update the commission on, which is the discussion that we've had around 1% for art, that proposal.

1:24

The uh library director and I had a meeting with members of the community development staff, and the reason that we had that meeting was that you may recall that first of all, the arts master plan included a recommendation for a 1% fee on private development.

1:43

And uh the community development department had an impact fee discussion before the council a few months back, and during that discussion, they discussed this potential for a 1% fee uh for art, and the council had provided guidance that they should come back with uh a proposal on that um that type of fee.

2:11

So our meeting with the community development department was to uh determine the status of that proposal.

Unassigned speaker

2:19

Uh

Speaker 1

2:19

they're currently working on it, and they're doing the background on what other cities have this kind of impact fee, excuse me, have this kind of um fee.

2:31

Uh what are the parameters of that fee?

2:35

Does it have to be one percent?

2:37

Could it be another uh you know uh per set percentage and how is it being applied?

2:44

So they are developing that proposal and are planning to come to this body uh later this uh year, probably at the October or November meeting to present to the commission the results of their work and get any feedback that would be uh offered by the committee by the commission before taking it to the council for a presentation at City Council.

3:14

Uh so that's that's where it stands.

3:17

Um and like I said, I just wanted to update the commission on that particular item, and that concludes my uh staff report.

Speaker 3

3:26

All right, and at this time, do any members of the public wish to comment on agenda item four?

Speaker 5

3:33

Uh where what banks can we rob to get you guys funded better?

Speaker 3

3:38

Unfortunately, it's public comment, so we can't answer questions, but yeah.

3:43

Um and do commissioners have any questions,

Unassigned speaker

3:50

all

Speaker 3

3:50

right.

3:51

Thank you for the report and the update on that.

3:54

Uh this concludes item four.

3:56

Moving on to item five, public comments, and at this time we will ask for public comments on items not on the agenda.

4:05

Comments are limited to three minutes per speaker.

4:08

Were there any online comments?

4:12

No.

4:12

And with no members of the public present, I think we can say it was concluded public comments.

4:19

So moving on to item six, presentations.

Summary of Proceedings

San Leandro Arts, Culture and Library Commission Meeting - October 14, 2026

Note: The agenda and transcript indicate the meeting took place on September 15, 2026, but the instructions specify October 14, 2026. This summary reflects the content of the September 15 meeting as provided.

The Arts, Culture and Library Commission held a regular meeting on September 15, 2026, at the Main Library. Commissioners reviewed staff reports, a presentation on a youth media program, and took action on project planning and a car show award. The meeting lasted from 6:30 PM to 7:36 PM.

Consent Calendar

  • Approved the minutes of the July 21, 2026 meeting without discussion.

Public Comments & Testimony

  • No public comments were made on non-agenda items.

Presentations

  • GMAA Story Studio by Generation Music & Arts Academy: Robert Bolitao, Executive Director, presented a pilot program to teach underserved youth digital media skills (video, photography, editing) using their own phones. The program culminates in a red carpet showcase at the Ball Theater. Bolitao asked for community partnerships and leads, not direct funding. Commissioners expressed strong support, particularly for the rights management and intergenerational storytelling aspects. Commissioner Scotland offered to volunteer as a photographer.

Discussion Items

  • 1% for Art Update (Staff Report): The library director met with community development staff; they are researching parameters for a 1% fee on private development (as recommended in the Arts Master Plan). A proposal is expected to come before the commission in October or November 2025.
  • Commission Project Planning (7.A): The commission adopted a rolling process for submitting and reviewing project ideas using a standard form. Ideas will be presented at meetings, and a full prioritization exercise will occur annually in July (to align with the fiscal year). The motion carried.
  • Rides & Readers Car Show Award (7.B): The commission voted to sponsor a new "Most Artistic Classic Vehicle Award" for the library's 5th annual car show on September 19, 2026. Commissioners Miller, Alix, and Acevedo volunteered as judges. The motion carried.

Commission Reports & Announcements

  • Grants Committee: A summary letter was sent to city council showcasing funded projects. The committee will soon prepare for the next grant cycle. Commissioner Alix expressed interest in joining and also proposed a separate fundraising committee.
  • Library Bike Tour Committee: Commissioner Alix reported outreach to Cycles of Change and Bike East Bay. Bike East Bay offered free workshops (space provided by library). A committee meeting is set for September 29.
  • Poetry Contest Committee: Commissioner Acevedo contacted local poets; timing will be coordinated with the library for spring 2026.
  • Other Announcements: Commissioner Scotland attended a community art chat in the Manor neighborhood where 1% for art was discussed. Commissioner Alix attended a regional Friends of the Library meeting and shared ideas about fundraising. Opportunities for commissioners to support existing events (e.g., Juneteenth, Lunar New Year) were noted.

Key Outcomes

  • Motion passed (unanimous) to accept project ideas on a rolling basis using the project plan form, with a full prioritization exercise each July.
  • Motion passed (unanimous) to sponsor the "Most Artistic Classic Vehicle Award" at the library car show on September 19, 2026; three commissioners will serve as judges.
  • The grants committee will begin preparations for the next grant cycle, with potential changes minor.
  • A new fundraising committee may be formed after a commissioner submits a project proposal.
