- Department Reports: Andrew Trippel, PC Liaison, reported on the transition to hybrid meetings, which was paused due to noticing requirements. He also noted an error: the Rudy Dispensary item (3059 Coffee Lane) from August 12, 2021, was not agendized for September 9 as intended and is rescheduled for September 23, 2021.
- Commissioner Reports: Chair Weeks welcomed back Commissioner Patti Cisco. Commissioner Carter noted an invitation to participate in an interview panel for a supervising planner recruitment.
- Old School Cannabis - Conditional Use Permit (CUP21-027): The item, proposed for 100 Sebastopol Rd., includes 2,350 sq. ft. retail with delivery and onsite consumption, 17,120 sq. ft. cultivation, 870 sq. ft. distribution, and 500 sq. ft. volatile manufacturing. Planner Kristinae Toomians requested a continuance due to a late request (received September 8) for English-Spanish translation services. Staff committed to providing translated materials and coordinating community outreach. Senior Planner Beatriz Guerrero Auna provided a Spanish-language summary of the continuance request.

- Motion to Continue Item 9.1: Commissioner Okrepkie moved, seconded by Commissioner Cisco, to continue the Old School Cannabis item to a date certain of September 23, 2021. The motion carried 5-0 (Commissioners Weeks, Carter, Duggan, Okrepkie, Cisco voting yes; Vice Chair Peterson and Commissioner Holton absent). The continuance allows time to arrange translation services and notify the public effectively.
- Next Meeting: The next regular meeting is scheduled for September 23, 2021, which will include the continued Old School Cannabis public hearing and the Rudy Dispensary item.

So with that, I would like to call to order the September 9th, 2021 meeting of the Santa Rosa Planning Commission. And before we start, I'd like to read the following statement. Due to the provision of the governor's executive orders, N 25-20 and N 29-20, which suspend certain requirements for the Brown Act and the order of the health officer of the County of Sonoma to shelter in place to minimize the spread of COVID 19. The planning commissioners will be conducting today's meeting in a virtual setting using Zoom webinar. Commissioners and staff are participating from remote locations and or practicing appropriate social distancing. Members of the public may view and listen to the meeting as noted on the city's website and also as noted on the agenda. Members of the public wishing to speak during item number four, public comment period, or during any public hearing items, will be able to do so by raising their hand and will be given the ability to address the commission. Thank you, Chair Weeks. Let the record reflect that all commissioners are present except Commissioner Holton and Vice Chair Peterson. Thank you. And uh item number three, approval of minutes. We have minutes for the July 22nd meeting for those of you who are at that meeting. Do you have any comments or changes? Okay. They're seeing none, they stand approved. Um item four is public comments. So I will go ahead and open the public comment period for any item that's not included in this meeting's agenda. If you wish to make a comment via Zoom, please select the raised hand button. If you are dialing in via telephone, please dial star nine to raise your hand, and each speaker will have three minutes. There will be a countdown timer on the screen for your convenience and the convenience of the viewers. And please make sure to unmute yourself when you're invited to do so. So with that, um seeing no hands raised, I will go ahead and close the public comment period. Um to item five, which is our statement of purpose. The planning commission is charged with carrying out the California planning and zoning laws in the city of Santa Rosa. Duties include implementing of plans, ordinances, and policies relating to land use matters, assisting in writing and implementing the general plan and area plans, holding public hearings and acting on proposed changes to the zoning code, zoning map, general plan, tentative subdivision maps, and undertaking special planning studies as needed. Do we have uh any committee reports? Okay, seeing none. Um, we'll go ahead to 5.3 commissioner reports, and I'm gonna take chair prerogative and uh start off and welcome back commissioner Sisko under Commissioner Reports. It's really nice to have you back. Um I don't know if there are other if any of the commissioners have other comments that they'd like to make. Commissioner Sisko, do you have anything you want to say? I do, just that I'm really really happy to be back working with all of you. Um very excited. Uh as anyone who knows me knows how much I love the commission and how much I love this role. So really happy to be back. And um I have been watching, and I did have the opportunity to talk with uh Commissioner Collie. I was so sad to see him lead his uh experience with homelessness and affordable housing was such a gift to the commission. So um I did have the opportunity to thank him for the years I was able to work with him and his service. Um, I was also able to talk with Bill Rose and communicate with Patty Pacheco, Greg, um, just appreciating their long, long relationship together.
