The Santa Rosa Planning Commission held a regular meeting on January 26, 2023, starting at 4:30 p.m. and adjourning at 6:10 p.m. The primary item was a public hearing to consider a recommendation to the City Council on the adoption of the 2023-2031 (6th cycle) Housing Element and an Addendum to the General Plan Environmental Impact Report. - Commissioners asked questions and provided comments:
- Commissioner Duggan inquired about responses to a letter from Fair Housing Advocates of Northern California, Section 8 voucher waitlist (over 7,900 families, 7-10 year wait), planning fees, and several technical corrections. Staff noted that some requests require council direction and that fee study is underway.
- Vice Chair Peterson questioned the feasibility of including older approved projects (some over 10 years) in the site inventory and the realism of using ADUs to increase diversity in high-resource areas. Staff explained the conservative assumptions and the longer-term General Plan update.
- Commissioner Carter asked about ABAG population projections and expressed concerns about reliance on lower-density housing in higher-income areas.
- Chair Weeks raised questions about funding sources, homeless services updates (safe parking program, Caritas Village), and design review board changes.
- Staff clarified that many corrections and updates (e.g., point-in-time count, new housing projects) will be incorporated into the final document before submission to HCD.
Key Outcomes
- Motion and Vote: Commissioner Cisco moved, and Commissioner Carter seconded, to adopt Resolution PC-2023-003, which recommends that the City Council (1) adopt the Addendum to the General Plan EIR, (2) adopt a General Plan Amendment to update the Housing Element for 2023-2031, affirmatively furthering fair housing and complying with state housing element law, and (3) authorize staff to submit the adopted Housing Element to HCD for certification. The motion carried 6-0 (all commissioners present voting yes).
- The meeting was adjourned at 6:10 p.m. The next meeting is scheduled for February 23, 2023, which will be the last virtual meeting before returning to in-person sessions.

Okay, by my clock, I see it's 4 30, so we'll go ahead and get started. I'd like to call the January 26, 2023 meeting of the Santa Rosa Planning Commission to order. And I read the following statement due to the provisions of the governor's executive orders N-25-20 and N-29-20, which suspends certain requirements for the Brown Act and the order of the health officer of the County of Sonoma to shelter in place to minimize the spread of COVID-19. Planning commissioners will be conducting today's meeting in a virtual setting using Zoom webinar. Commissioners and staff are participating from remote locations and or are practicing appropriate social distancing. Members of the public may view and listen to the meeting as noted on the city's website and as noted on the agenda. Members of the public wishing to speak during item three, public comment period or during our public hearing item tonight will be able to do so by raising their hand and will be given the ability to address the commission. So with that, um we have roll call, please. Let the record reflect that all commissioners are present. Thank you. Um item two, approval of minutes. We don't have any minutes today, so we'll move on to the public comment portion. We are now taking public comments on item three, non-agended matters. If you wish to make a public comment, you can do so by selecting the raise your hand icon at the bottom of your Zoom screen. If you're calling in, please press star nine. So with that, I'll go ahead and close the public hearing or public comment portion and bring it back to the commission. Um so we'll go on to item four, planning commissioners report. Our statement of purpose. The planning commission is charged with carrying out the California planning and zoning laws in the city of Santa Rosa. Duties include implementing of plans, ordinances, and policies relating to land use matters, assisting in writing and implementing the general plan and area plan, holding public hearings and acting on proposed changes to the zoning code, zoning map, general plan, tentative subdivision maps, and undertaking any special planning studies as needed. So I'll move on to Commissioner Reports. Um with that, um, a follow-up on Commissioner Carter. Um, I am appointing uh Commissioner Carter to the subdivision committee. Uh and at the next meeting, uh, I will be making an appointment to the waterways. Um also I wanted to report out that um as the planning commission representative to the quarterly Santa Rosa Memorial Hospital neighborhood meetings. We had a meeting on Monday, and I was pleased to see that um council member staff whose district memorial hospital is in was in attendance. So those meetings, as I said, are quarterly. Um so with that, any other commissioner reports. Okay. So then we'll move on to department reports. Yes, uh, thank you, Chair Weeks and members of the planning commission. Um, good afternoon, Jessica Jones, Deputy Director for Planning. Um, so I do have a couple um items for you all. Um the first is to uh to let you know, and I uh an email was sent out to the commission earlier today um that all of our boards and commissions uh here at the city will be going back to in-person um meetings starting the first of March. So just like the the city council has been holding in-person meetings with the option for um the community to continue to participate both in person and via Zoom, um, but with all of the council members and staff present, uh, that is what all of our boards and commissions will be going to uh starting at the beginning of March. Um so that will be for your first meeting in March, which I think perhaps is March 9th. Uh yeah, March, March 9th will be that first meeting. Um and uh so both uh the commission um and staff, as well as any members of the public, uh, will be back in our council chambers at City Hall. Um but again with the continued option for the uh folks at home to participate via Zoom if they want to. Um, and then uh also uh wanted to let the commission know, and again, an email went out earlier this morning regarding this that the Pira Vita uh minor use permit item that the planning commission reviewed on December 8th. Um at that meeting, the commission uh had a draft resolution of approval before them, um, but a motion to adopt that resolution failed. Um, and so staff uh was going to be going back to prepare a resolution of denial for the planning commission's consideration. Um but we did receive a written request from the applicant to withdraw their minor use permit application, and that request was received on December 30th. Uh so with that withdrawal, um the the minor use permit is no longer uh in play, so we will not be bringing back a resolution uh for the commission. Uh and then the final thing is just to let you know that it looks like uh we will not be having a planning commission meeting on February 9th. Uh looks like we don't have any items for that meeting. Um, but we we uh will be having a meeting, uh the second meeting in February on February 23rd. Uh and that is all that I have for today. Thank you. Okay, so we'll move on to statement of abstentions.
