Um, and so now we're going to do public comments.

Uh this is the time when any person may address the commission on matters not listed on the agenda, but which are within the subject matter jurisdiction of the committee.

There's nobody in the audience, so I don't need to say my usual three minutes spiel.

Okay, so with that, we'll go ahead and close the public comment period on this item and go to planning commissioner's report.

So our purpose is that we are charged with carrying out the California planning and zoning laws in the city of Santa Rosa.

Duties include implementing of plans, ordinances, and policies relating to land use matters, assisting in writing and implementing implementing the general plan and area plans, holding public hearings and acting on proposed changes to the zoning code, zoning map, general plan, tentative subdivision maps, and undertaking special planning studies as needed.

So with that, we'll move on to 4.2 uh subdivision and waterways advisory committee reports.

So we'll go right into our first and only public hearing today.

Uh this is the review of 18 new projects included in the fiscal year 23-24 capital improvement program, and we're reviewing it for consistency with the City of Santa Rosa 2035 General Plan.

Good afternoon, Chair Weeks and members of the Planning Commission.

My name is Sheila Walski, City Planner with Planning and Economic Development Department.

The item before you this afternoon is the fiscal year 2023-2024 Capital Improvement Program General Plan Consistency Review.

Government Code Section 65401 requires that the Planning Commission annually review public projects associated with the city's Capital Improvement Program or CIP for conformity with the city's general plan.

There are 12 new water department, five new transportation and public works department, and one recreation and parks department projects to be evaluated as part of this fiscal year's CIP.

We'll go through some of these projects during this presentation, which will include the general plan goals and policies these projects implement.

There are generally two types of projects in the CIP, local and regional.

What we refer to as local projects can be exciting because there are visible improvements in the community.

One of these projects is a bike lane gap closure.

This project will include installing a bike lane at the frontage of Steel Lane Elementary School.

While there is already an existing bike lane there, it is considered a gap because school buses occupy the bicycle lane at various times throughout the day to serve the school.

In concert with this project, the school will provide additional frontage to create a dedicated bus pull out area.

A new dedicated bicycle lane will be created and new frontage improvements to include curb, gutter, and sidewalk will be installed in the project area outlined in blue.

Goals achieved by this project are included in full text on the right of the slide and can be summarized as providing attractive and safe streets for pedestrians and bicyclists, developing a safe, convenient and continuous network of pedestrian sidewalks and pathways, and developing a citywide system of designated bikeways that serves both experienced and casual bicyclists.
