Cultural Heritage Board Regular Meeting - July 19, 2023

The Cultural Heritage Board of Santa Rosa met on July 19, 2023 at 4:30 PM (called to order at 4:34 PM) in the Council Chamber at 100 Santa Rosa Ave. Vice Chair Cappie Garrett presided. Four members were present (Vice Chair Garrett, Board Members Bonnie Boren, Patrick Carney, and Laura Fennell) and two were absent (Chair Brian Meuser and Board Member Heidi Klyn). The meeting lasted approximately 10 minutes and focused on continuing two scheduled items to a future date.

Board Business & Department Reports

  • Vice Chair Garrett read the Statement of Purpose outlining the board's duties (historic inventories, landmark/preservation district recommendations, alteration reviews, public awareness).
  • Staff Liaison Susie Murray provided a department report noting proposed changes to cultural resource sections and directing members to Santa Rosa Forward (SantaRosaForward.com) for a draft; she offered to email a link.
  • Board Member Fennell stated an abstention from item 8.2 (635 Mill St) due to proximity to her residence.

Discussion Items

8.1 Brainstorm on Unpermitted Work in Preservation Districts

  • Staff Liaison Murray requested a continuance to August 16, 2023, noting that Chair Meuser specifically asked to participate in the discussion and would be unavailable on August 2. The item was originally added in June 2022 and discussed at a December 2022 meeting.
  • The board unanimously voted (4-0) to continue the item to August 16, 2023.

8.2 Concept Review – 635 Mill St Landmark Alteration (LMA23-005)

  • This was a concept review for a major landmark alteration at 635 Mill St, to be presented by Noor Bisla.
  • After Board Member Fennell recused herself and left the meeting, the board had only three members present, lacking a quorum. Vice Chair Garrett continued the item to August 16, 2023.
  • Board Member Carney requested that for this and future items involving non-permitted work (code enforcement cases), before photos of the building be included in the packet. Staff Liaison Murray agreed to provide before and after photos for such cases.

Key Outcomes

  • Continuance of Item 8.1 (brainstorm on unpermitted work in preservation districts) to August 16, 2023 by unanimous vote (4-0).
  • Continuance of Item 8.2 (635 Mill St landmark alteration) to August 16, 2023 due to lack of quorum after recusal.
  • Staff committed to including before and after photos in future packets for code enforcement-related landmark alteration reviews.
