I'm a property owner on the Roberts district of Santa Rosa.

I'm uh here to talk about the Roberts district, which is just three blocks down from the area that you're uh addressing tonight.

It is not sure what's called you calling it the Roseland Village subdivision, the Terra Defrasa.

This property, the Roberts District, is just two blocks east of the property you're talking about.

This property has a zoning of a 6.0 floor area ratio, which was done as part of the downtown stationary specific plan.

I've talked to several developers as recently as Water Stone on last Monday when they were here on the housing authority, and they said it's 6.0, you won't see a development ever.

And we talked about uh, you know, what would be realistic, and they said if you could get it to a 2.0, that would be realistic.

This property I've been representing since uh since August of 2016 when I organized the properties into the Gateway Coalition.

Based on a gateway coalition, I was able to secure an environmental grant through the help of the county government for environmental assessments phase one and two, and we completed those on November 20th, 2020.

The city rezoned the property to its current 6.0 floor area ratio.

January 1st, which was just six weeks later, to the 6.0 floor area ratio.

Since then, all the developers I had lined up walked away and said we can't deal with that zoning.

I'm the property is idle.

The shamrock property and acme property has no tenants and cannot have any tenants.

They've lost any form of legal non-conforming use permits.

We have a new homeless encampment on uh the crossroads of Redatta Trail and Train Trail, and it's growing as of today.

The parks department was walking down there and they said, Well, that's not our jurisdiction.

The CHP tell me that's not our jurisdiction.

And so nobody wants to deal with it and it's growing.

I've seen two more encampments show up on the Shamrock property in the last week, uh, because the city came in and they cut the shrubbery down because the owner wouldn't do it, and they cut the locks off.

Phase 1 includes lots 1 and 3 and streets; Phase 2 includes lots 2 and 4; Phase 3 includes the public plaza (Parcel A). The project is exempt from CEQA. The commission asked no questions. No public testimony was offered on this item.
